Tidewater Inc. is currently seeking an experienced Safety Specialist to support the National Weather Service (NWS). We are searching for a motivated and skilled professional with a background in Industrial Hygiene to join our team in Silver Spring, Maryland, providing essential environmental health and safety services to one of the nation’s most vital scientific agencies.
In this role, the Safety Specialist will be responsible for managing and supporting a wide range of environmental health projects to ensure occupational safety and compliance with federal and agency-specific standards. Responsibilities include assessing and mitigating hazards related to indoor air quality, hazardous materials, asbestos, lead-based paint, and other occupational risks present in NWS facilities.
Ideal candidates will demonstrate excellent communication skills, the ability to perform detailed fieldwork, and experience responding to federal requests for proposals. You should be confident in managing complex field projects from start to finish and producing clear, accurate documentation. A strong desire to learn, exceptional attention to detail, and proficiency in both written and verbal communication are essential. EPA training and State/District licensing in asbestos and lead-based paint are highly desirable.

Tidewater’s IH Service Line has been a key component of the business since the beginning, providing lead, asbestos, and mold assessments; hazardous material surveys; abatement monitoring; indoor air quality testing; drinking water surveys; worker exposure assessments; Leadership in Energy and Environmental Design (LEED) Pre-Occupancy testing; and compliance audits for a variety of clients. Key IH Service Line clients include U.S. Department of Housing and Urban Development, local agencies including Baltimore, Prince George’s, Ann Arundel, Howard counties, City Government, Educational Institutions, and Private Clients (construction firms and architectural firms). Our IH group is comprised of multi-disciplinary staff (CIH, Certified Safety Specialists, Environmental Scientists, etc.) with requisite professional, state, and local certifications.

Responsibilities:
•Maintain and enhance the NWS Occupational Safety and Health Manual (NWSM 50-1115) and the NWS Environmental Management Manual (NWSM 50-5116). A formal process for issuance and tracking of changes shall be followed.
•Assist and advise field and regional collateral duty safety and environmental personnel in resolving of site-specific issues related to environmental and safety compliance, and interpretation of the NWS Occupational Safety and Health, and Environmental Management Manuals.
•Document efforts and implementation plans/strategies via e-mail and/or technical reports, white papers.
•Coordinate NOAA Environmental Compliance and Safety Assessment System (NECSAS) planning. Assist headquarters, field personnel and station managers with corrective action plans and a prompt closure of findings.
•Track the status of NECSAS findings and prepare reports.
•Maintain NWS entries to the NOAA NECSAS findings database.
•Maintain and enhance the NWS Safety and Environmental Compliance Web Page.
•Prepare appropriate documentation, tools, and information to help NWS field personnel develop, maintain, and enhance their site specific environmental and safety programs.
•Support NOAA Safety and Environmental Compliance Office environmental and safety efforts. Efforts may include policy and procedure reviews, training, and efforts resulting from the NOAA Environmental Compliance and Safety Committee and NOAA Safety Council decisions.
•Support the development and implementation of NWS Annual Safety, Environmental, and Sustainability Action Plans.
•Coordinate planning of fall protection training classes. Efforts will include generating procurement documents and maintaining training records
•Provide support in development, modification, and update of web-based environmental and safety training courses.
•Maintain and update the SSMCII Occupant Emergency Plan (OEP) occupant database, collect data, review, track and generate status reports as required. Coordinate with the NOAA Emergency Coordinator on SSMCII issues related to OEP and Shelter in Place at the NOAA Campus.
•Evaluate facility projects to ensure compliance with applicable safety and environmental regulations (including NEPA, wetlands and watershed). These efforts will require coordination between NWSH and the Regions.
•Prepare various reports to include weekly and quarterly status reports, monthly and annual safety incident reports, training status reports, guidance and technical reports pertaining to environmental and safety issues of national significance, such as recycling and energy conservation.
•Prepare agenda and minutes for bi-monthly Environmental and Safety Coordinator teleconferences.
•Review facility construction or equipment installation projects for compliance with all applicable environmental (including National Environmental Policy Act) and safety requirements.
•Track and report status of NWS field office Spill Prevention, Control and Countermeasure (SPCC) plans.
•Assist Logistics personnel with procurement of safety equipment for use by field office personnel and routine safety items management

Requirements:
•Minimum of 5 years’ experience working in safety or industrial hygiene, and a BS degree is required for this position.
•Maintaining testing schedule
•Arranging testing at various locations
•Assisting with testing (noise, air sampling, ventilation, surface wipe, etc.),
•Reporting and tracking data
•Maintaining equipment list and calibration requirements
•Assist with FIT testing and support the Respiratory Protection Program
•Support metrics development and reporting for accident/incident data and other aspects of the Accident/Incident Investigation Program
•Stay abreast of OSHA and other safety requirements
•Support the Hearing Conservation Program
•Support the Environmental Program as needed
