The Nuclear Materials Control & Accountability (NMC&A) Manager has programmatic responsibility for the NMC&A program, including ensuring regulatory requirements of the Nuclear Control and Accountability program are met on a day-to-day basis, program compliance with Nuclear Regulatory Commission (NRC) regulations and the Licensing Basis, reporting nuclear material to Nuclear Material Management and Safeguards System (NMMSS), ensuring nuclear material inventories are properly conducted, coordinating the receipt or shipment of nuclear material, ensuring proper nuclear material accountancy within and between Material Balance Areas (MBA), and qualification of the NMC&A team. This manager is independent from production, plant operating cost, and production schedule concerns.
The NMC&A Manager reports to the Director, Regulatory Affairs, and interfaces with other managers and key facility personnel related to NMC&A issues. The NMC&A Manager has direct access to the Enrichment Operations Plant Manager for resolution of concerns dealing with the NMC&A Program.
Job Responsibilities:
•Manage the NMC&A Program on a day-to-day basis to ensure NRC regulatory requirements and the Licensing basis are satisfied
•Ensures that transactions involving the shipping and receiving of source material and SNM are properly entered into the accounting records and reported. Provide daily updates to the Nuclear Materials Management and Safeguards System (NMMSS) and reconcile American Centrifuge Plant (ACP) records against NMMSS reports
•Administer programs for Measurement Control, unauthorized Enrichment Monitoring, Item Control, and other activities needed to satisfy regulatory requirements
•Responsible to ensure that systems are implemented to maintain current knowledge of the identity, location, and quantity of source material transactions and inventories
•Ensure that written inventory instructions are provided to line organization personnel prior to the inventory
•Maintain accounting book records and perform material balances against physical inventory data Issue official accountability documents associated with nuclear material shipments and receipts
•Revise the Fundamental Nuclear Material Control Plan (FNMCP) as needed to establish nuclear material safeguards for changing plant processes and configurations
•Develops NMC&A procedures that implement NMC&A requirements
•Comply with DOE and NRC regulatory requirements and ensure they are effectively integrated into procedures
•Prepare and provide reports to Centrus financial organizations, documenting the status of nuclear material inventories, shipments, and receipts
•Maintain a qualified, competent staff of professional personnel to implement and oversee the NMC&A program
•Administer NMC&A group activities to meet all requirements
•Ensure adequate NMC&A training is provided to the NMC&A organization and other personnel as required
•Has the authority to propose, develop and/or implement new procedures or revise existing procedures as necessary to fulfill mission objectives within the bounds of the NRC, DOE, and contractual requirements.
•Provides assigned technical, administrative or functional support to the management team
•Assists with instructing employees on the work methods and performance expectations
•Maintains knowledge of and demonstrates ability to perform work safely in accordance with all approved safety policies, procedures and applicable regulations and performs assigned duties in a safe manner

Accountability for Safe Operations
This position is accountable for the safety of all authorized plant activities performed by NMC&A personnel. This position requires familiarity with, and adherence to, the requirements of the plant safety and health program (Industrial Safety, Industrial Hygiene, Radiation Protection, Safety Analysis, Nuclear Criticality Safety, and OSHA Programs) to ensure the protection of employees and the public from the effects of accidents involving radiological, chemical, electrical, or other physical hazards associated with plant activities.

Position Requirements:
•Must possess or be able to obtain and maintain a DOE “Q” level security clearance
Minimum Education/Experience
•BA/BS degree in a related field and 4 years of related experience in nuclear material safeguards, or an equivalent combination of education and experience is required. Typical experience ranges from 8 - 12 years working in a related role at an industrial or nuclear setting.
•Requires proficient computer skills, such as but not limited to, Word, Excel, Access, PowerPoint, Adobe to process records and generate reports, charts, spreadsheets, and presentations
Preferred Education and Experience:
•Preference given to candidates currently possessing a DOE “Q” or “L” clearance
•Previous experience in NMC&A program
•Previous experience at NRC or DOE regulated site
•BS-Science or Technical Education
