Position Summary

Mustang Special Utility District (Mustang) is a local governmental entity providing water and water reclamation utility service in Denton, Collin, and Grayson Counties of North Texas. We are the largest Special Utility District in Texas and in one of the fastest-growing areas of the country. Comprising over 38,000 connections over 220 sq. miles. Our motto is Second to None! The Water Meter Technician I is responsible for entry-level work in testing, maintaining, and repairing water meters in the district. This position assists in ensuring that meters are fully functional and accurately recording water usage by performing repairs, exchanges, and maintenance tasks. The role contributes to the accuracy and proper functioning of utility water meters, including registers, radios, meter cans, and lids. Key responsibilities include installing, removing, repairing, and testing water meters; programming and troubleshooting remote metering equipment; turning water services on or off; and investigating customer complaints about their water meters. This work is performed under the general supervision of the Meter Services Crew Leader.


Essential Functions, Duties, and Responsibilities:

The following Essential Functions are the primary job duties that the incumbent must be able to perform unassisted or with some reasonable accommodation by the employer.

Inventory Management: Maintain the storehouse, focusing on loss prevention and inventory control.

Meter Operations: Install, repair, replace, read, and manage water meters, ensuring accurate connection/disconnection to complete work orders.

Collaboration: Work closely with the water department to meet the needs of the utility customer service department.

Workflow Management: Process and update work orders daily using the work order system.

Tool and Equipment Organization: Organize and manage tools, equipment, and supplies necessary for completing assignments efficiently.

Safety Compliance: Follow safety regulations, including wearing appropriate clothing and using proper equipment and tools.

Site Maintenance: Clean work sites and restore landscaping to its original condition upon project completion.

Customer Service: Handle extensive face-to-face communication with internal and external customers professionally, ensuring exceptional customer service.

On-Call Availability: Be available for on-call duties during evenings or weekends as required.

Travel: Travel to attend meetings and training sessions as needed.

Attendance: Ensure regular and consistent attendance during assigned work hours.

Team Environment: Demonstrate a willingness to perform duties in a team environment and assist other departments within the city and Mustang SUD as required.

Physical Requirements: Regularly lift/move up to 10 pounds, frequently lift/move up to 50 pounds, and occasionally lift/move up to 100 pounds.

Cross-Training and Time Management: Show a willingness to cross-train as needed to meet departmental objectives and exhibit excellent time management skills.

Position Specifications:

This position is classified as exempt under the provisions of the Fair Labor Standards Act and is not subject to the organizations policies and procedures pertaining to overtime hours.


Education:


Required:

High school diploma or General Education Diploma (GED).


Preferred

Additional coursework or training in water utility operations, management, or a related field.


Experience:


Required:

No prior experience is required, though a general understanding of water systems, electrical systems, or plumbing is beneficial.


Preferred:

Previous experience in water, electrical, or gas meter reading, or installation is preferred but not mandatory.


Knowledge, Skills, and Abilities:

Water Utility Operations: Basic understanding of water meter installation, maintenance, and repair techniques. Knowledge of water distribution systems and infrastructure.

Regulatory Compliance: Familiarity with TCEQ, EPA, and other relevant regulatory standards for operating a public water system.

Safety Practices: Knowledge of safety protocols and procedures related to water utility operations, including the use of personal protective equipment (PPE).

Customer Service Principles: Understanding of customer service standards and effective communication strategies to maintain positive public relations.

Industrial Proficiency: Basic knowledge of SCADA systems, GIS software, and office software for data collection and reporting.

Technical Proficiency: Ability to use tools and equipment for meter installation, maintenance, and repair. Proficiency in using data management systems for recording and analyzing meter readings.

Communication: Strong verbal communication skills for interacting with team members, management, and customers. Proficiency in written communication for preparing reports and documentation.

Problem-Solving: Ability to identify issues, analyze information, and develop effective solutions to technical problems related to water meters and distribution systems.

Customer Service: Skill in providing excellent customer service, handling inquiries and complaints effectively, and gathering and implementing customer feedback for service improvement.

Attention to Detail: Ability to maintain high levels of accuracy in data collection, inspections, and reporting, ensuring compliance with standards and regulations.

Physical Stamina: Ability to perform physically demanding tasks, such as lifting, bending, and working in various weather conditions, to oversee field operations effectively.

Training/Professional Development Requirements:

Continuous Education: Attend workshops, seminars, and training sessions related to water utility operations, safety protocols, and customer service to stay current with industry best practices and regulatory standards.

Certification Programs: Obtain and maintain relevant certifications such as TCEQ Water Operator Licenses. Participate in periodic refresher courses and training to keep certifications up to date.

On-the-Job Training: Engage in hands-on training under the supervision of experienced technicians to develop practical skills in meter installation, maintenance, and repair.


Visual Acuity, Hearing, Speaking, Manual Dexterity:

Visual Acuity: Ability to read and interpret technical documents, safety protocols, and regulatory guidelines. Must be able to work with computer screens and paper documents for extended periods.

Hearing and Speaking: Effective communication skills are essential, both in noisy and quiet environments. Must be able to participate in team meetings, conduct training sessions, and engage with regulatory representatives clearly and articulately.

Manual Dexterity: High manual dexterity required to operate and manipulate tools, equipment, and controls precisely. This includes performing repairs, calibrations, and routine maintenance tasks that require steady hands and fine motor skills.


Mental Demand:

Problem Solving: Ability to quickly analyze and resolve complex issues related to Meter Services, including system malfunctions and regulatory compliance. This requires critical thinking and sound judgment.

Attention to Detail: Maintain high levels of accuracy and attention to detail when monitoring water systems, preparing reports, and ensuring compliance with regulatory standards. Identify potential issues before they escalate.

Decision-Making: Ability to make well-informed decisions under pressure, balancing multiple priorities, and considering the potential impacts on operations, staff, and public safety .


Environment/Working Conditions:

Outdoor Work in Extreme Weather: The role frequently requires working outdoors in various weather conditions, including extreme heat, cold, rain, and wind. The Meter Services Technician must be prepared to conduct site inspections and oversee field operations in all types of weather to ensure continuous service and compliance with standards.

Exposure to Hazardous Conditions: Regular exposure to hazardous conditions is a part of the job. This includes working near heavy machinery, potentially harmful chemicals, and in environments where safety protocols must be strictly followed to prevent accidents and injuries.

Physical Demands: The role involves significant physical activity, such as walking, standing, climbing, and bending, often on uneven terrain. The technician needs to be physically fit to handle the demands of site visits and inspections effectively.


Conditions Of Employment:

Must have a valid Class "C" Driver's License before employment (must obtain Texas Class "C" driver's license within 30 days of hire per state law).

Must pass a drug test, criminal history background check, and social security number verification check.
