Hours: 7:00 am – 3:30 pm

Position Summary

Manages the planning, daily operations and maintenance activities of the Meter Operations (Meter Service, Meter Readers, Meter Technology) functional areas within Customer Service. while implementing strategies and plans for improvement.

Essential Functions

- Coordinates and directs the operations of Meter Service, Meter Readers, Meter Technology.

- Responsible to maintain customer satisfaction related to accuracy and responsiveness service expectations pertaining to meter reading, service requests and escalations.

- Responsible for developing and maintaining short and long-term goals that are supportive of the company strategic plan and goals.

- Oversees and guides the development, integration and coordination of all maintenance, technology enhancements and asset replacements related to meters and associated piping.

- Coordinates the field inspection, testing and updating of our current meter assets and associated data.

- Analyzes and controls expenditures for the section to conform to budgetary requirements.

- Aid in the annual preparation of budgets as they pertain to the Meter Operations group.

- Responsible for the effective integration and coordination of Meter Operations with administrative customer services activities within the department, with other departments and with the customers of the Commissioners of Public Works

- Responsible for the coordination and leading of cross functional teams related to high level or strategic goals, utilizing project management to ensure scope of work and timelines are met. Responsible for planning, design and preparation of plans, specifications and decision matrices for Meter Operations projects.

- Responsible for procurement and oversight of outside contractors/vendors performing work or supplying equipment related to projects.

- Investigates, evaluates and recommends appropriate solutions to the operations and maintenance deficiencies in the water distribution system regarding meters and associated valves.

- Studies, evaluates, recommends and initiates new meter technologies, methods, programs and materials.

- Administer, review and approve bid documents, valve card drawings, permits, work orders, UKG timekeeping, incident/accident reports, evaluations, new hires, contractor invoices, disciplinary letters, etc.

- Assigns and coordinates work with other departments and/or contractors on a regular basis.

- Coordinates special research projects and benchmarking with various outside organizations and agencies.

- Develops reviews and revises Standard Operating Instructions.

- Responsible for annual and periodic reports, projection reports, feasibility studies and procedural activities.

- Develops and oversees training of all assigned personnel including updating of standard specifications, details and new technologies, etc.

- Responsible for EMS program for assigned personnel.

- Monitor Productivity Measurement Program and provide recommendations to improve/increase productivity.

- May be required to work during emergency conditions.

- Regular attendance is required.

- Job performance must conform to all CWS policies and procedures.

- Specific knowledge of CWS Environmental Management System Policy and Procedures.

Physical Requirements, Activities, and Working Conditions

- Ability to effectively communicate in writing, verbally and with cell phone, Microsoft Teams, to include comprehension of complex oral and written instruction.

- Frequent sedentary work with extended sitting required. Occasionally positions self to exert up to 20 lbs. of force to lift and transport objects. Objects greater than 50 lbs. require a two-person operation.

- Ability to visually observe and comprehend computer/terminal screens, reports, and correspondence.

- Rarely positions self to move, traverse in field as necessary to perform work required.

- Considerable movement and traversing involved at work sites on unpaved streets, uneven ground and cluttered work areas.

- Constantly operates a desktop or laptop computer and other office productivity machinery such as but not limited to a telephone, calculator and copy machine..

- Ability to operate and maintain a motor vehicle.

- Must be able to wear Personnel Protective Equipment (PPE) as defined in the Job Safety Analysis (JSA) to perform the required essential functions.


Education and/or Experience

- Bachelor’s degree in Civil Engineering or closely related field, plus four (4) years in a utility environment or construction field or a combination of education and related experience to total ten (10) years.

- At least three (3) years of supervisory experience indicating progressive responsibility.

- Efficient utilizing CSS/CRIS, Neptune Technology N360, Sensus FlexNet, CityWorks and ESRI GIS Software applications. Ability to supervise and manage the personnel, equipment, and materials of a large department.

- Ability to prepare technical reports, business correspondence, and procedure manuals.

- Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.

- Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists.

- Must demonstrate personal computer, and related software applications, ie., word processing, spreadsheet, personal computer applications, report preparation and project tracking.

- Must possess and demonstrate a strong record of leadership, supervisory, teamwork, organizational, planning, communication and interpersonal skills.

- Experience with budget preparation.

- Prior work record indicating dependability and conscientiousness.


Licenses, Certifications, Registrations

- South Carolina Driver’s License required.

- Registration as a Professional Engineer preferred.

- Must pass the “A” Water Distribution Operator’s License exam within 24 months of hire.


Training Needs

- OSHA and Departmental safety training as required.

- Skills Based Training.

- Standard Operating Instruction (SOI) per department requirements.

- ISO 14001 standards for department and company.
