Performs highly skilled work that supports the standards of operation and maintenance for the Agency. Position requires advanced technical work in performing and coordinating the development, design, modification, installation, maintenance and repair of mechanical and piping systems critical to water production. Employees in this class require strong supervisory ability, precise decision making, and independent judgement. Position participates in development and modifications of Standard Operating Procedures, planning functions and establishing quality assurance/control mechanisms. Position requires extensive knowledge of the theory, principles and practices of the operation and maintenance of water treatment plants and well fields, or other sources of water supply, including the interrelationship between well pumps, plant pumps, treatment equipment and controls. Position requires considerable written, oral, computer, communication and analytical skills. Performance is evaluated through periodic conferences, reports and the administrative review process.Water Production Roles: Serves as a support to staff in: Researching methods for improving the Agency in support of the mission, vision and values.Developing and reviewing Agency plans and improvements that support the Agency mission, vision and values. EXAMPLE OF DUTIES
Oversees shutdowns, repairs, and commissioning work undertaken by Agency employees and contracted companies to improve Agency infrastructure capabilities. Takes lead in managing small department projects as directed, including research, design and implementation on necessary parts and equipment, and preparation of procurement documentation.Takes lead on coordinating department activities when participating in field work with other departments such as Construction, Operations, Maintenance, and Engineering. Participates in the development of startup, transfer and shutdown plans for major water plants and pipelines.Helps guide team members toward accurate documentation of the team’s work effort.Provides assistance and oversight to team members to meet the requirements provided by the job plan and industry standards.Provides support to help team meet or exceed defined performance measures and indicators.Assists and trains team members with non-routine adjustment, troubleshooting and repair of equipment that is of a highly technical nature.Provides instruction to familiarize team members with complex systems of the Agency.Motivates, trains and develops team members to increase their ability and value to the Agency.Identifies, organizes and implements cross training opportunities under the department Manager’s direction.Inspects plants and well field equipment and machinery to determine that all machinery is operating properly.Evaluates system performance and compliance with the regulatory agencies and prepares documentation of the same.Helps team members identify and repair operational and mechanical deficiencies and malfunctions in the operating systems.Monitors and ensures adherence to established safety standards and procedures.Attends and participates in Agency safety training program and maintains proficiency with respirator use, CPR and first aid, forklift and manlift safety, confined space procedures, electrical safe work practices, lockout/tagout procedures, chemical safe handling and personal protective equipment (PPE) use, trenching and shoring procedures, and traffic safety.Helps team members to ensure consistent delivery of quality water according to all State and federal regulations and contractual requirements.Communicates effectively with staff of member governments and Agency management personnel.Performs research and development concerning operating functions under charge.Use CMMS system to document corrective and preventative maintenance on all equipment.Participation in on-call rotation is required.Performs scheduling and planning of Maintenance as directed. Ensure employees on assigned crew have all parts and tools needed to perform tasks safely and efficiently. Observes Safety Policies and Procedures in accordance with the Agency Safety Program.Performs related work as directed.Disaster Service Worker: Employees of Tampa Bay Water are, by State and Federal law, Disaster Service Workers.
