The Measurement and Evaluation (M&E) Specialist plays a vital role in supporting Regulatory Affairs by leading the coordination, execution, and review of third-party evaluations and verifications for all E1 Demand Side Management (DSM) and government-funded programs.

This is not an administrative coordination role—it requires critical thinking, innovation, and a strong understanding of technical concepts. The successful candidate will have the ability to not only manage project timelines and deliverables but also assess evaluation methodologies, interpret findings, and draw meaningful conclusions that inform strategic decision-making.

This role is ideal for a self-starter who enjoys working independently, thrives in project management, and is energized by the opportunity to take ownership of tasks from planning through to execution with minimal supervision.


Responsibilities:


Evaluation Activities

Lead the implementation of the Annual Evaluation Plan across all EfficiencyOne programs.

Manage project timelines and deliverables for all evaluation activities.

Liaise with internal teams and third-party consultants to ensure seamless execution.

Review evaluation reports for accuracy, consistency, and technical integrity.

Analyze complex data sets and summarize findings with actionable recommendations.


Verification Activities

Plan and coordinate verification efforts, including data gathering and scheduling.

Work closely with consultants and internal teams to ensure timely and accurate reporting.

Review site visit outcomes and translate key insights for stakeholders.


Project Leadership & Execution

Independently manage assigned activities from planning through execution.

Develop and follow detailed work plans, ensuring adherence to deadlines and competing priorities.


Communication & Reporting

Synthesize technical content into accessible, actionable insights for both internal and external audiences.

Draft memos and communications to align decisions and document outcomes.

Act as a key liaison between EfficiencyOne staff and consultants.


Relationship Management

Build and maintain trusted relationships with internal teams and external partners.

Ensure program staff are informed and supported throughout evaluation and verification processes.

Standardize measurement and reporting practices across programs.


General Support

Assist in developing evaluation budgets and annual planning activities.

Ensure compliance with internal and Nova Scotia Energy Board guidelines.

Track, review, and process invoices related to evaluation and verification work.

Support cross-functional projects and broader departmental initiatives as needed


What Will Help You Succeed?


·· A diploma or degree from a technical program such as Energy Sustainability Engineering Technology (ESET), Climate Change - Building Performance Technology, or a related program.

+ Alternatively, a Bachelor’s degree in a relevant field (e.g., environmental science, environmental management, public policy, project management, or business) will be considered.

Certifications such as Certified Energy Manager (CEM), Certified Measurement and Verification Professional (CMVP), Energy Efficiency Practitioner (EEP), or Project Management Professional (PMP) are considered assets.

Proven experience managing complex, multi-stakeholder projects with tight deadlines.

Strong analytical and critical thinking skills, especially in evaluation and data interpretation.

Experience in energy efficiency, building science, or regulatory program evaluation preferred.

Ability to simplify and communicate technical concepts clearly to non-technical audiences.

Exceptional written, verbal, and editing skills.

Highly organized and detail-oriented in fast-paced environments.

Skilled in Microsoft Office (Excel, Word, PowerPoint, Outlook, Teams).

Experience working with consultants and stakeholders across disciplines.

What to expect in your first several weeks on the job:


In the first week, expect to:

Meet the team and learn what Regulatory Affairs does (purpose and responsibilities).
Learn who our Evaluation Consultant, Verification Consultant, and stakeholders are and what they do.
Review the Evaluation Schedule of Activities/Calendar to gain an understanding of the upcoming activities, particularly evaluation reporting timelines.


In the first month, expect to:

Become familiar with the 2025 Evaluation Plan.
Clearly understand E1’s portfolio of programs and measures.
Review 2024 evaluation and verification reports.
Dive into project management. Begin coordinating evaluation activities and learn how to use Planner, Asana, and assign tasks to program staff.
Build relationships with internal E1 staff and external consultants.
Become familiar with the regulatory process for filing evaluation reports (March 31, 2026).

In the first three months, expect to:

Become familiar with evaluation protocols, surveys, interview guides, and site visit protocols.
Connect weekly with the Evaluation Consultant and lead check-in meetings.
Become familiar with program data sources (e.g. program tracking sheets) and develop an understanding of customer data for evaluation purposes and using the data management and reporting tools.
Review 2025 draft evaluation reports and become familiar with the review process.
