The Manager, Debt & Treasury is responsible for cash management, investments, banking relations, accounts receivable operations, debt management including the outstanding debt portfolio and the issuance of new debt to ensure strong financial performance and adherence to Board of Director policies.
- Establishes service levels and partnerships with internal and external customers.
- Performs strategic planning for cash and debt management.
- Oversees treasury and debt services to ensure all regulatory requirements are met.
- Manages the accounts receivable operations ensuring that all customer payments are processed accurately and timely.
- Reviews daily bank account balances and publishes daily cash position report for senior management.
- Manages the investment of excess operating cash in accordance with Board policy.
- Ensures accuracy and timely processing of wire funds transfers.
- Manages the outstanding debt portfolio, including debt service payments. Manages debt management function to ensure compliance with Board adopted financial plan.
- Monitors DC Water’s adherence to bond indenture requirements and debt-related Board policies.
- Develops and recommends capital finance plan and implements as required. Manages the short-term financing program including the issuance of commercial paper.
- Manages relationships with bond underwriters and rating agencies.
- Manages contracted activities of consultants who provide debt-related services, including bond counsel, financial advisor, arbitrage rebate consultant, etc.
- Reports to senior management regarding treasury/debt performance and recommends changes in treasury/debt policies and procedures.
- Manages the production of various ad hoc financial reports, as required.
- Develops and implements operating policies and procedures.
- Performs other duties and projects as assigned at the discretion of the Vice President, FinanceSupervisory Responsibilities: Directly supervises assigned staff and directs the selection, supervision, promotion, discipline, and training of personnel within the Section including development of performance goals and evaluations.
Key Working Relationships: Interfaces with respective Departments responsible for cash transactions and manages relations with depository banks, investment banks, and vendors with debt-related services.
The qualifications listed below are representative of the knowledge, skill, and ability necessary for an individual to perform each essential responsibility satisfactorily. Reasonable amounts of training are provided specific to DC Water's processes and procedures.
A minimum of seven (7) years of experience in a treasury, debt portfolio or financial management environment.
Bachelor’s degree in Finance, Business or similar field such as Mathematics, Financial Management, Corporate Finance, or Business Administration from an accredited college or university.
Use of a personal computer and applicable software programs
