Description
Leads a multidisciplinary team to ensure safe, stable, and reliable operations through structured mechanical integrity programs and reliability engineering practices. This role drives reliability strategy, promotes regulatory compliance, and fosters cross-functional collaboration to maximize asset uptime and operational excellence.
•Develops and executes reliability strategies, including preventive maintenance optimization, RCFA, and technology implementation
•Maintains and enhances the Mechanical Integrity (MI) program in alignment with company and OSHA PSM standards
•Oversees implementation and sustainment of preventive and predictive maintenance strategies
•Leads Continuous Improvement (CI) projects to address bad actors, increase asset life, and improve operational efficiency
•Ensures compliance with applicable organizational (CTEMS), Shell DEP standards, and regulatory requirements
•Develops and implements CTEMS gap closure plans and reliability improvement initiatives
•Assigns responsibilities, monitors deliverables, and provides reliability team feedback
•Promotes ongoing technical development and training of engineering staff.
•Collaborates with Maintenance, Operations, Capital Projects, and other engineering disciplines for aligned reliability initiatives
•Acts as the technical authority during complex team meetings and turnaround planning sessions
•Reviews and advises on inspection plans, schedules, deferrals, and repair strategies
•Ensures equipment requiring inspection is identified and acted upon promptly
•Oversees Fitness-for-Service (FFS) evaluations and risk rankings related to inspection findings
•Reviews and ensures accuracy of monthly reliability reports with KPIs, gap closures, inspection statuses, MOC updates, and fixed equipment plans
•Engages with site leadership to discuss reliability performance and opportunities, as needed
•Provides oversight for reliability scope development, work package reviews, and on-site technical support during turnarounds and outages
•Reviews capital and maintenance projects to ensure alignment with long-term reliability goals
•Champions MOCs and incident investigations related to fixed equipment
•Ensures all reliability efforts support safe, stable, and environmentally responsible operations
•Establishes and communicate equipment performance expectations, safe operating limits, and engineering standards
•Monitors Unit Health Monitoring (UHM) and Material Operating Envelope (MOE) data, ensuring timely responses to deviations
•Oversees and supports technical evaluations, minimum temperature (Tmin) and FFS calculations, stress analysis, and repair scopes
•Reviews temporary repairs, Product Requirement Document (PRD) reports, and fixed equipment design packages for compliance and reliability impact
This position is salaried exempt status, which means you are not eligible for overtime pay.
Qualifications
•Bachelor of Science degree in Mechanical Engineering required.
•10 years of refinery experience in maintenance and engineering roles required.
•Five (5) years experience in a supervisory or leadership position required.
•In-depth understanding of refinery operations, fixed equipment systems, and reliability program implementation required.
•Practical experience implementing mechanical integrity frameworks required.
•Able and willing to work on-site, in-person at the Valero St. Charles Refinery, required.
•Master’s degree in Engineering, Reliability, or related field preferred.
•Experience with capital project review and turnaround planning preferred.
•Professional Engineer (PE) license preferred.
