Summary:
The Manager Refinery Operations serves as the senior field-level leader at Gibson’s Moose Jaw Refinery. Reporting to the Director Canadian Operations, this role is accountable for safe, reliable, and efficient daily operations, asset optimization, budget oversight, and team development. The successful candidate will foster a high-performance, safety-first culture in alignment with Gibson’s values and the Unifor Local 595 Collective Bargaining Agreement (CBA). This is a strategic leadership role ideal for a dynamic, people-oriented leader who excels in managing both technical performance and unionized workforce relationships.
Key Accountabilities:
Leadership & Culture
•Provide direction, coaching, and performance management to a multidisciplinary team.
•Foster a collaborative and accountable work environment that encourages innovation and continuous improvement.
•Lead and communicate the company’s strategic vision in clear, actionable terms.
•Promote a strong safety culture and ensure compliance with all EH&S policies and programs.
Operational Excellence
•Oversee safe, compliant, and reliable day-to-day refinery operations.
•Implement and support the Operations Management System (OMS).
•Drive operational performance through well-defined KPIs and continuous improvement initiatives.
•Champion change management efforts to improve systems and drive excellence.
Union Workforce & Stakeholder Engagement
•Develop and maintain strong working relationships with unionized staff in accordance with the CBA.
•Proactively manage labour relations and foster respectful, productive interactions between union and management.
•Collaborate with internal stakeholders including Engineering, Maintenance, EH&S, Lab and HR.
•Represent Gibson professionally in external interactions with regulators, vendors, and community partners.
Asset & Budget Management
•Manage operating and sustaining capital budgets; identify cost-saving opportunities.
•Ensure integrity and performance of refinery assets through effective maintenance and inspection programs.
•Oversee pipeline leak detection, chemical and corrosion controls, and equipment optimization.
Talent Development & Resource Planning
•Mentor and guide team members toward achieving performance goals aligned with corporate strategy.
•Support training programs to enhance technical and leadership capabilities.
•Maintain a resource management plan for staff and contractors to meet business needs.
Minimum Qualifications:
•High School Diploma required.
•Technologist Diploma, Power Engineering Certificate, or Red Seal Trades Certification required.
•Minimum 12+ years of progressive experience in crude oil processing, terminals, pipelines, and refined products logistics.
•Minimum 5+ years of leadership experience, including managing unionized teams and cross-functional staff.
•Familiarity with Unifor Local 595 CBA or similar collective agreements is a strong asset.
•Strong knowledge of EH&S regulations, industry codes, and standards.
•Proven ability to manage operational budgets and drive cost efficiencies.
•Skilled in oral and written communication, people management, and conflict resolution.
•Ability to lead under pressure, prioritize effectively, and drive operational decisions in a fast-paced environment.
Working Conditions:
•Based at the Moose Jaw Refinery with required travel to other sites as needed.
•Available for on-call emergency response as necessary.
•Must meet site requirements for tours and inspections.
