Job Description
- Develops and executes on the overall strategy and direction project management team in alignment with Enterprise Project Management Office. Contributes to the leadership team in maturing the EPMO. Responsible for project management development and execution, including oversight of development, maintenance and enforcement of established project management processes, documentation and financial analysis protocols.
- Develops and implements work plans, standard operating procedures, program improvements, and best practices; responsible for instituting a culture of high performance and continuous improvement.
- Develops and maintains effective relationships across Avista and collaborates with key stakeholders to ensure buy-in and effective collaboration across disciplines, including external stakeholders where appropriate.
- Provides input and assistance to assigned customer groups in strategic planning, budgeting, resource planning and allocation, and long-term planning for capital projects.
- Manages portfolio of projects for assigned customer group, including facilitation of prioritization efforts, oversight of project controls, and business case support. Responsible for the overall project delivery: budget, timeline, quality, change management, communication plans, and deliverables.
- Participates in the development of 1-year, 5-year, and 10-year capital and maintenance budget requirements. Prepares yearly O&M and non-construction capital budgets for their respective group. Manages department variance and expected spend reports. Verifies accuracy of expense accounts, time records and other documents.
- Responsible for overall employee performance, productivity and development. Manages personnel including hiring, performance management, coaching, employee engagement, continuous education, training, and development.
- Ensures activities, services and/or products are compliant with applicable regulations, rules, policies and procedures.
- Fosters a positive and supportive work environment; promotes inclusion and belonging in the workplace; and contributes to an environment of mutual respect.
- Bachelor’s degree from a regionally or nationally accredited college or university in Engineering, technology, construction management or related field.
- Seven (7)+ years of directly related utility, technology, or construction project experience.- Project Management certification (PMP or equivalent) required.
- Demonstrated experience with developing business strategies and executing on them.
- Demonstrated experience in developing work teams and people in a changing environment.
- Effective and flexible written and verbal communication and presentation skills required.
- Effective interpersonal and organizational skills required.
- Advanced degree, graduate level coursework or other certifications preferred.

Hiring Range:$125,183 to $165,243
Hybrid work options are available for this role. The successful candidate will be required to work at our Spokane Mission location at least 3 days per week including Mondays and Tuesdays, with additional day(s) determined by the manager. In compliance with state laws, we provide the full salary range for each position, along with the typical hiring range based on qualifications, experience, and internal equity.
