Responsibilities
Basic Purpose
Manages the operations of the design, project management, and Rule 9 contract execution functions for Electric and Gas distribution facilities. Leads the overall new business, public works and capital maintenance project design, project management, and Rule 9 contract execution processes.
Essential Duties and Responsibilities
Guides and manages the daily operations of the design, coordination, project management, and Rule 9 contract execution process. 60%* Establishes program and project priorities
•Ensures compliance with applicable health, safety, and environmental regulations
•Leads, coaches, develops, motivates, assesses, and provides feedback on the performance of employees
•Ensures achievement of meaningful and measurable department goals and objectives
•Ensures that processes and procedures maximize operating efficiency
Identifies improvement opportunities and coaches employees on future training needs and encourages employee development*
•Collaborates, supports, and works with others to manage conflict to promote teamwork
•Provides quality assurance reviews to ensure all designs are operational and accepted by internal partners prior to release to construction
•Ensures a seamless handoff from project discovery, to job specific design and final construction, by verifying that proposed utility improvements meet prudent long-term maintenance practices.
•Responsible for establishing and maintaining project management tools to develop project schedules for large and special projects as required.
Oversees the engineering design, coordination, customer service, contract execution, and project management of Electric and Gas distribution projects for all residential, commercial, and industrial customers, as well as public works relocation projects and capital maintenance projects:
•Participates in contract negotiations, PUCN Tariff interpretation, project audits, and workflow analysis. Manages the negotiation of service agreements with customers and governmental entities. 10%
•Develops and fosters professional and technical relationships within the development community, including but not limited to, major customers, governmental entities, developers, other third-party design and engineering firms, as well as internal customers. Develops and implements department strategies and process improvements. Recommends and implements action plans for achieving process improvement and department objectives.10%
•Ensures consistent and standard practices are followed for all designs, transactions, bids and contracts. Responsible for establishing and maintaining guidelines for distribution engineering/design and coordination guides and reviewing unique technical requirements for large and special projects. 10%
•Represents the company and testifies during Public Utilities Commission hearings and proceedings, and litigations related to electric and gas distribution business. Monitors operating and maintenance and Capital budget expenditures, reviews, approves and manages the financial obligations for contracts and agreements. 10%
Ensures all compliance aspects of position are known and followed; understands and complies with all policies, codes and regulations applicable to position and company.
Monitors, helps to resolve and enforces all compliance requirements for area of responsibility, including but not limited to potential legal, regulatory and SOX compliance issues.
Performs related duties as assigned.
Requirements
Essential Education, Skills, and Environment
Education and Work Experience
Bachelor's degree in a related field from an accredited school plus 6 or more years of related experience.
Candidates that do not possess a bachelor's degree must have a minimum of 10 years of related work experience.
Specialized Knowledge and Skills
Demonstrated knowledge of:
•Electric design, estimating, financial, rules/regulations, and line extension agreements
•Experience with project management, accounting, finance, and/or project controls
•Electric and gas design, estimating, financial rules/regulations, and operating and construction practices
•Working knowledge with the Collective Bargaining Agreement as required.
Demonstrated skills such as:
•Negotiation, leadership, process improvement, analytical
•Written and verbal communication, organizational, problem-solving, decision-making, and customer service.
Equipment and Applications
PCs, word processing, spreadsheet and database software.
Work Environment and Physical Demands
General office environment. No special physical demands required. Some overnight travel may be required.

Compensation
Annual Salary: $119,400 (Min) to $140,400 (Mid); Up to 15% Short Term Incentive Plan target opportunity at the discretion of the company. This is a non-represented position.
