General Statement of Duties

This exempt position is responsible for the oversight of the maintenance and repair of the district’s facilities including service of electrical and mechanical systems; maintenance of water and wastewater equipment, electrical equipment. This position is responsible for the oversight of the mechanical and electrical teams.


Supervision Received

Works under the supervision of the Director of Operations.


Primary Duties and Responsibilities

- Supervisory duties include, but not limited to:

- Handling personnel activities such as general management and guidance of assigned employees, job scheduling, coaching, interviewing applicants, and providing timely performance evaluations.

- Completing employment records such as the review and approval of time sheets, disciplinary documentation, and work-related accident/illness paperwork.

- Responsible for employee safety issues such as new hire safety orientation, ensuring employees have appropriate personal protective equipment, and conducting staff safety meetings.

- Preparing periodic written reports to the Director of Operations. Submits annual department budget by analyzing historical data and forecasting the resources required for the following year. Tracks department expenses on a monthly basis and verifies accounting reports for accuracy of expenses charged to department.

- Identifies opportunities for improving department methods and procedures; identify resource needs; review with appropriate management staff; implement improvements.

- Obtains competitive bids and submits reports and memorandums justifying the purchase of significant capital items as defined by current district protocol.

- Makes decisions regarding whether to contract out work, purchase, and lease or rent equipment, fabricate or purchase tools and accessories.

- Directs, coordinates, and reviews the work plan for assigned departments; assign work activities and projects; monitor workflow; review and evaluate work products, methods and procedures; meet with staff to identify and resolve issues. Oversees maintenance on District water and wastewater facilities and equipment.

- Safely disposes of all waste material associated with maintenance activities in accordance with EPA, State, Local and District regulations.

- Maintains equipment records for services and maintenance utilizing a computerized maintenance management system (CMMS).

- Handles hazardous and non-hazardous chemicals during repair operations, delivery, storage and use.

- Attends technical and safety training meetings, courses and seminars as required. Provides appropriate, department specific safety training.

- Routinely directs physical cleanup and housekeeping of work areas, equipment, and buildings using standard cleaning equipment and material, and chemical cleaning procedures.

- Performs additional duties as assigned.


Knowledge, Skills & Abilities

- Excellent management and supervisory skills.

- Solid knowledge of the mechanics of machinery including blowers, compressors, HVAC components and motors.

- Solid knowledge of pumps, hydraulics, pneumatics, electrical equipment maintenance and repair, soft start panels, VFDs, PLC’s, SCADA and telemetry.

- Solid knowledge of instrumentation and controls systems.

- Solid computer knowledge including, but not limited to, Microsoft suite of products.

- Solid knowledge of safety procedures and use of personal protective equipment and ability to apply safety principles on all job tasks. Ability to anticipate unsafe circumstances; act accordingly to prevent accidents and promptly report accidents and hazardous conditions.

- Solid ability to recognize, diagnose, identify and repair faulty operation functions of the wastewater and water equipment.

- Ability to work with broad direction and limited supervision. Ability to effectively organize and oversee the work of assigned personnel. Ability to work effectively with fellow employees, supervisors, contractors and the public.

- Solid ability to effectively communicate verbally and in writing, organize activities in order to complete tasks in accordance with priorities, address multiple demands and meet deadlines.

- Ability to focus attention on tasks, which may be complex, routine or repetitive without losing concentration or becoming distracted by external activities. Ability to adapt to interruptions, equipment failures, unusual demands or changing priorities.

- Ability to effectively teach maintenance and repair practices to staff with diverse backgrounds.

- Ability to organize efficient and effective internal and external communication protocols including meetings.

- Ability to safely operate basic hand and power tools.


Qualifications/Experience

- Bachelor’s degree in mechanical or electrical engineering or similar field required, and a minimum of seven years’ experience and progressive responsibilities in the repair and maintenance of equipment plus previous supervisory experience. Equivalent combination of education and experience may be considered.

- Must have a Motor Vehicle Record within the Acceptable or no less than Borderline rating according to the Vehicle Policy.

- Certified Maintenance Reliability Professional certification(s) as appropriate including SMRP certification preferred.


Working Conditions/Physical Activities

- Monday through Friday, 40-hour work week.

- Subject to respond to emergency calls after hours related to on-site situations as well as emergencies outlined in the District’s Emergency Response Plan.

- Mostly sedentary work with prolonged periods of sitting and standing.

- Work in a wastewater treatment plant where elevated levels of noise, irritants, dust, dirt, bacteria, hazardous chemicals/air/materials and fumes are always present. May come into contact with raw wastewater. The Hepatitis A & B and Tetanus w/Diphtheria vaccine is strongly recommended and is offered at no cost by the District.

- Work may take place outside in all weather conditions. May be exposed to risks typically associated with working around water, chemicals, electricity and other manmade and natural hazards. The use of a respirator may be required for some tasks. Occasionally will work in confined spaces.

- Lifting and handling objects up to 50 pounds occasionally and/or 20 lbs. frequently.

- Full range of body movements including stooping, twisting, kneeling, bending, leaning, reaching, climbing (heights), stretching and working in awkward positions.

- Vision is needed for driving, operating equipment, reading, recording and interpreting information; speech and hearing are used to communicate with others over the phone and in person.
