Job Summary

Under general direction, performs highly technical operations work in water/wastewater utility operations. Responsible for limited supervision of subordinates and/or assigned work groups. Provides functional guidance and leadership to others by assigning work, monitoring, and instructing employees and providing input to supervisor regarding employee’s performance.

ResponsibilitiesPlans, directs, administers, and supervise activities in the operations of water/wastewater maintenance. Prepares and maintains a variety of reports, including progress reports and detailed information of work being performed in the field. Maintains truck and tool inventory for assigned area(s). Completes inspections, maintenance, repairs, and service to assigned equipment. Removes and installs new drain pipes on concrete or drying ponds. Operates survey transit level and elevation rod. May operate heavy construction equipment (i.e. backhoe, boring machine, excavator, bulldozer, skid steer, dump trucks, front loader, or other machinery). May be required to work other than the regular daytime schedule due to the nature of the work. Certain assignments may be required to work shift schedule and on-call and call-out duty as needed (including nights, weekends, and holidays). Completes other job duties as assigned.

Knowledge, Skills, and Abilities

Thorough knowledge of principles and practices of water/wastewater utilities (i.e. transmission, collection, and distribution system, dredging, dewatering and sludge disposal). Comprehensive knowledge of general practices applied in the care and safe operation of a wide variety of heavy construction and maintenance equipment. Knowledge of different soil conditions to determine the use of all trench safety equipment. Extensive knowledge of occupational hazards and necessary safety precautions applicable to water/wastewater accessories and repair work. Knowledge of Microsoft Office programs. Strong skill in operating power tools and heavy equipment such as excavators, bulldozers, front loader, backhoes, dump trucks, and other public utilities water system vehicles. Effective writing and verbal skills in English, bilingual in English and Spanish preferred. Ability to use and care for tools and equipment necessary to perform various water/wastewater repair tasks. Ability to prepare clear and concise reports of a technical nature related to locating and identifying soil conditions and/or water leaks. Ability to establish and maintain effective working relationships with all levels of BPUB staff, City of Brownsville entities, the general public, private consulting, and construction firms. Ability to use/operate various types of maintenance equipment. Ability to understand and follow detailed oral and written instructions. Ability to work in confined spaces and follow confined space entry procedures.

Education & Experience Requirements

High School Diploma, GED or U.S. Equivalency report required and three (3) years of progressively responsible experience in the maintenance, repair and/or construction of water/wastewater collection and distribution systems.

Certificates, Licenses, Registrations

Requires a valid Texas Commercial Driver License Class B or receipt of a valid Texas Commercial Driver License Class B within 90 days of relocation to Texas and a safe driving record, as measured by company policy.

Employees assigned to the W/WW Operations Division must obtain a Tank Endorsement within one (1) year of obtaining the position; Must possess a Wastewater Collections I license from the Texas Commission of Environmental Quality (TECQ), within two (2) years of obtaining the position.


Employees assigned to the dedicated land disposal site must obtain a “D” license in wastewater treatment issued by the Texas Commission on Environmental Quality (TCEQ) within two (2) years of obtaining the position.

Physical Demands

The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions. Must be able to lift a minimum of 80lbs., to a 3-foot height when required. Ability to perform manual tasks involving physical strength and endurance under variable weather conditions. Must be able to climb in and out of construction sites and walk and bend continuously. Must be able to work under adverse weather conditions including, but not limited to, sunshine, rain, sleet, and 20 to 110-degree Fahrenheit temperature extremes. Must be able to work under adverse ambient conditions including, but not limited to, confined spaces (i.e. manholes and vaults), water, mud, sewage, wind, and dust. Employees assigned to the W/WW Operations Division must pass the annual fit test requirements for use of a self-contained breathing apparatus and/or a respirator.

Eligibility for Employment

In addition to any and all other qualifications required for employment stated under the Brownsville P.U.B Personnel Policies and Procedures Policy No. 39:

Prohibit the hiring of any person who is related to BPUB Executive Management within the third degree of Consanguinity or second degree by Affinity; and


Based on certain prohibitions of the Charter and Statute on nepotism, no person can be hired who shall be related to any member of the Board of Directors or City Commission within the third degree of consanguinity or second degree by affinity.
