Position Summary
Strategically leads, manages, and motivates CVR and contractor personnel to meet day-to-day instrument & electrical reliability requirements. Develop performance metrics, mentors, and coaches’ subordinates to meet performance expectations. Continuously monitors the performance of the organization and implements changes for improvement. Develops budgets, training requirements, and preventive maintenance.
Education Requirements
- Bachelor’s degree in Electrical or Instrument Engineering required. Advanced degree preferred
- 7+ years progressive electrical and instrument engineering experience in refining or petrochemical facilities required - 7+ years advanced refinery process engineering experience preferred - 5+ years supervisory experience preferred
- Solid technical understanding of instrument & electrical systems
- Strong problem-solving and critical thinking skills
- Demonstrated competencies of priority setting and organizational agility
- Proven competencies in leadership, developing peer relations and participating as an inclusive team member
- Capable of handling confidential materials and maintain confidentiality
- Fluent in English, oral and written required.
- Ability to adjust schedule to meet business needs.
- Lead direct reports to ensure quality assurance, best practices, and procedures are followed
- Mentor, coach, and foster questions from engineers, technicians, and managers at the refinery
- Actively participate in the optimization and reliability of the refinery
- Champions group interaction with other refinery groups (Safety, Environmental, Operations, Controls, Economics, and Purchasing), including identification of key compliance requirements and product specifications
- Regularly communicate and lead as needed, group interaction with suppliers, contract services and industry groups
- Prepare reports and make oral presentations as requested
- Regularly communicate with supervisors on work progress, roadblocks, concerns, and questions
- Participates in, and recommends improvement strategies to meet the needs of the refinery
- Defines/promotes growth opportunities for subordinates meeting the needs of both refinery and subordinate
- Provides a positive role model in providing optimal, customer-driven service to the refinery
- Communicates group activities to management
- Fosters an atmosphere for personal achievement and teamwork both within and outside the department
- Defines processes/procedures that maximize efficiency (i.e., minimize rework, reduce system downtime, etc.)
- Advocate for new, innovative, and visionary technologies that are cost-effective and value-driven to meet the competitive needs of the refinery
- Develop and implement reliability metrics for continued performance improvement
- Drive group involvement and value-addition in all aspects of the equipment lifecycle
- Participates in cross-functional area reliability teams
- Create preventive and predictive maintenance as well as conditioned-based maintenance policies/procedures
- Perform failure analysis to improve overall reliability
- Stays abreast of new technologies pertinent to sound refinery operation principles
- Develop recommended inventory items for installed equipment
- Exposure to work near potentially volatile and combustible materials and chemicals

EXPECTED RESULTS
- Ensures group provides instrument & electrical engineering support for operations, maintenance, and major projects with emphasis on improved reliability of the electrical systems.
- Ensure group provides professional and technical services necessary for the preparation of the engineering, design, and procurement of instrument & electrical equipment
- Ensures group collects and analyzes engineering information and data for the formulation of plans, designs, and specifications for instrument & electrical projects
- Review and approve layouts, plans, designs, drawings, and specifications for the construction of I/E projects
- Ensures group furnishes engineering, opinions, and materials on instrument & electrical needs
- Facilitates final checkout of all new instrument & electrical systems for both new construction and maintenance projects
- Design or re-design for new and existing systems to enhance the refinery’s instrument & electrical network
- Regularly communicate with supervisor on work progress, concerns, and questions
