- Bachelor’s Degree from an accredited college or university in Computer Science or a related field.
- Minimum 10 years of related work experience and 4 years supervisory experience.
- Any equivalent combination of certifications, education, or experience that provides the required skills, knowledge, and abilities for the position.
- Project Management Professional (PMP), Change Management Certification preferred .
- Must be able to possess and maintain a valid Class ‘R’ Colorado driver’s license and have a satisfactory driving record at time of hire– Industrial Controls and Network Services only.
- Must complete required HIPAA training within the first 6 months of hire.
The IT Manager - PMO is responsible for developing plans to advance significant Information Technology platforms, creating annual budgets , and managing technical and analytical staff. Ability to develop short-term and long-term goals that meet the strategic goals of the organization by ensuring continuity of technology-based infrastructure, communications, control systems, security, and application services for system users throughout the organization.
Additionally, the IT Manager - PMO is responsible for ensuring IT programs and projects meet the organization’s business priorities and strategic plan, for project portfolio planning, budgeting, scheduling, tracking, and managing all significant IT projects. Establish and promulgate IT project standards including project governance and controls, project methodology , and artifacts. Oversee the execution of all significant enterprise level projects, ensuring optimal business value and benefits are achieved through successful delivery of projects.
This position has formal supervisory responsibilities over other employees.
- Oversee section’s operational and strategic planning, including fostering innovation, planning projects, and organizing and negotiating the allocation of resources.
- Perform project sponsor role for projects within their area .
- Train, mentor, and coach personnel in standard job methods and procedures, proper use of application services for system users and equipment.
- Manage the work of teams responsible for carrying out the strategies, programs, and activities of assigned section, ensuring consistent and coordinated messaging and content across divisions, to successfully reinforce organizational strategy.
- Manage team’s capacity issues as identified by IT resource planning tools .
- Manage multi- disciplined team by assigning and directing the work of professionals and technical personnel.
- Ensure adequate technical guidance, risk management, and quality control. Identify , analyze, and respond to risks.
- Collaborate with Enterprise Architects to benchmark, analyze, report on and make recommendations for the improvement and advancement of Industrial Control Systems, IT infrastructure and IT systems.
- Develop and manage financial aspects of the IT division, including purchasing, budgeting and budget review. • Prepare annual budgets by managing staff and resources to ensure successful completion of budgeted capital and non-capital projects and operational work.
- Review technical and non-technical information needed to guide management of technologies, staffing, and resources.
- Ensure that appropriate IT policies and procedures, including those for architecture, security, disaster recovery, standards, purchasing , and service provisioning are developed and implemented.
- Negotiate and administer vendor, outsourcer and consultant contracts and service agreements as the primary vendor manager for engagements in their area.
- Establish and maintain regular written and in-person communications with the organization’s executives, department heads and end users regarding pertinent IT activities.
- Ensure that acquired or developed system(s) and architecture(s) are consistent with organization's cybersecurity architecture guidelines. Employ secure configuration management processes .
- Ensure the documentation of how the implementation of a new system or new interface between systems impacts the current and target environment including, but not limited to, security posture.
- Develop and maintain relationships with internal and external organizational stakeholders to assess and plan for operational and strategic needs.
- Prepare for and perform IT and/or ICS cyber incident response as required .
- Manage projects with potentially substantial scope and complexity in accordance with IT PMO standards and expectations.
- Perform related work as required .
