IT Lead
We are looking for a bilingual (Mandarin/English) experienced professional to lead the Information Technology and Engineering Design Systems (EDS) operations. This in-office role will oversee IT systems, data security, and project delivery tools across engineering teams. The ideal candidate will bring strong technical expertise, leadership, and cross-functional coordination skills to support efficient project execution. This is a 1 year, full time contract.
Key Responsibilities:
Information Technology
•Manage information technology and computer systems
•Plan, organize, control, and evaluate IT and electronic data operations
•Manage IT staff by recruiting, training, and coaching employees, communicating job expectations, and appraising their performance
•Design, develop, implement, and coordinate systems, policies, and procedures
•Ensure security of data, network access and backup systems
•Act in alignment with user needs and system functionality to contribute to organizational policy
•Identify problematic areas and implement strategic solutions in time
•Audit systems and assess their outcomes
•Preserve assets, information security and control structures
•Handle annual budget and ensure cost effectiveness
Engineering Design Systems
•Responsible for all project delivery tools: engineering (all disciplines), supply chain, project controls, document control and administration for the office and field both during design and construction
•Working with each industry line, select and deploy the appropriate tools for each project and then monitor and support these tools for the life of each project
•Provide input to proposals and act as interface to customers for EDS matters
•Ensure that the needed processes and procedures are in place and documented to effectively deploy the tools including considerations for testing, logistics (hardware, licensing, etc.), training and support
•Integrate a variety of 2D and 3D drawing and design software (e.g., AutoCAD, MicroStation, E3D/PDMS, SmartPlant, PDS, etc.), collaboration systems (e.g., SharePoint, Bluebeams, etc.) as well as more specialized software
•Hiring, training, supervision, and performance management of applicable EDS staff
•Budget development and on-going management to the approved budget of the EDS group
•Coordinating IT matters and interfacing with IT business partners for communication and resolution of all IT related issues
Requirements:
•A minimum of 10 years of applicable and progressive work experience
•Bilingual (Mandarin/English)
•Demonstrate leadership skills in corporate environments
•Demonstrate experience working in multi-disciplinary, multi-office project environments preferably in heavy industry
•Technical expertise in at least two significant project delivery tools
•Excellent verbal and written communication as well as listening skills
•Demonstrated ability to clearly communicate complex subjects to non-technical personnel
•Proven working experience as an IT manager or relevant experience
•Excellent knowledge of technical management, information analysis and of computer hardware/software systems
•Expertise in data center management and data governance
•Hands-on experience with computer networks, network administration and network installation
•Ability to manage personnel

Contract length: 12 months
Pay: $50.00-$70.00 per hour
