This is a non-merit system, employment-at-will, long-term contract position.
The IT Business Analyst leads the development and documentation of smart requirements, which may ultimately be addressed via technological solutions. The IT Business Analyst identifies, documents, and analyzes current (“As-Is”) and future (“To-Be”) administrative or operational business processes for streamlining or other improvement; and/or supports the development of standard operating procedures (SOPs) to improve WSSC Water efficiencies.The IT Business Analyst supports business area subject matter experts in identifying opportunities for improvement in cycle time, customer satisfaction, and/or cost-savings.
The role is also responsible for the development of use cases, requirements traceability, gap analyses, test case development, and documentation archival in WSSC Water’s business analysis repository.
- Elicits, captures, validates and analyzes the business process/requirements of stakeholders in assigned lines-of-business
- Applies proven communication, analytical, and problem-solving skills to support subject matter experts in decisions regarding process optimization and technological solutions
- Researches and maps end-to-end views of legacy business processes
- Analyzes business processes and identifies and validates opportunities for streamlining
- Designs detailed end-to-end business processes based on confirmed understanding of process drivers and metrics
- Create business analysis documentation including use cases, usage scenarios, process flows, data dictionaries, requirements traceability matrices, design documents, and project schedules
- Analyzes operational data and provides a process for identifying system/operational problems and solutions
- Analyzes planned changes to assess impact on WSSC Water employees, customers, and stakeholders
- Utilizes best practices in leading organizational change management activities as new applications and services are implemented
- Participates in Project Intake Meetings; conducts scoping sessions for approved projects
- Translates conceptual user requirements into functional requirements in a clear manner that is comprehensible to software development team
- Facilitates education and training of WSSC Water staff on business process changes
- Facilitates and leads process discussions, requirements elicitation and validation work sessions, workshops, and work groups
- Works with the supervisor to develop project scopes, budgets and priorities
- Supports the functional configuration tasks and activities for software implementation projects
- Participates in cross-functional teams in enterprise IT systems improvement projects
- Knowledge of various methodologies for analyzing and documenting requirements and business processes
- Ability to independently lead and conduct business process analysis, gap analysis, process optimization, and process risk assessment
- Knowledge of the Software Development Life Cycle and best practices for refining requirements in each phase
- Ability to create systematic and consistent requirements specifications in both technical and user-friendly language
- Expert knowledge and understanding of MS Office software AND one or more of the following: MS Visio, Blueworks Live, uizard.io, and ALM software
- Proven ability to consistently and effectively execute tasks and meet deadlines under pressure
- Proven, expert ability to develop and intuitively present complex ideas (conversationally or in presentations) to audiences with varying degrees of technical experience
- Ability to pay strict attention to detail and identify opportunities to automate processes for efficiencies
- Ability to work independently or as a member of a project team
- Bachelor’s degree and 4+ years of experience in IT business process analysis and requirements definition
- High school diploma (or equivalent) and 8+ years’ experience in IT business process analysis and requirements definition
