Instrumentation & Controls Inspector II
Section 1 – Position Summary
Responsible for quality assurance review of SCADA and instrumentation and control (I&C) systems on construction projects. Reviews change orders, requests for information, and field changes related to SCADA and I&C systems. The candidate must have an advanced understanding of control systems, process instrumentation, and PLC hardware and software, as well as the ability to oversee contractors' integration of I&C systems and verify the overall operation of the SCADA system.
Section 2 – Major Responsibilities•Interprets P&ID drawings, instrumentation & electrical diagrams, site plans, and specifications ensuring the contractor is performing work according to the conformed contract documentation
•Conducts daily site visits to multiple projects to inspect contractor progress and document work through daily field reports and photos using electronic construction management software.
•Confirms factory and field testing of HMI, PLCs and related equipment including electrical distribution equipment, valve actuators, and various process instrumentations used in water and wastewater treatment systems.
•Conducts inspections of access control systems, camera systems, AV and IT systems, and business communication systems.
•Assists electrical inspectors with I&C related cable runs, device installation, and scope overlaps.
•Verifies that contractor is performing work according to the conformed project specifications.
•Reviews requests for information, field changes, as-built record drawings, and change orders related to SCADA and I&C for construction projects.
•Actively participates in project design review meetings and in construction progress meetings.
•Knowledge of industrial control systems, and troubleshooting methodologies
•Oversees project tie-ins, including operational and functional demonstration tests, as well as shutdowns associated with SCADA and I&C systems.
•Assists and advises the I&C Inspector Supervisor with special projects and operational problems associated with SCADA and I&C systems.
•Investigates complaints or reports related to SCADA & I&C systems received regarding construction projects and oversees emergency response action and repairs.
•Attends factory acceptance tests at integrator panel shops for testing & owner acceptance
•Ensures quality and efficient performance and consistency with NTMWD standards.
•Routinely provides updates to the Project Manager, Construction & Electrical Inspectors, and I&C Supervisor regarding the I&C/SCADA scope of the project.
•Trains and mentors lower level I&C Inspectors
Section 3 – Knowledge, Skills & Abilities
•Requires a minimum of 3 years of related water or wastewater controls experience, or a minimum of 6 years of general industrial controls experience.
•Seeking candidate with knowledge of industrial control systems, process instrumentation, communication systems, information technology (IT) equipment, security systems, and electrical theory.
•Familiarity with water and wastewater treatment & conveyance processes and related regulatory requirements preferred.
•Ability to document and communicate field modifications to supervisor, project manager and design Engineer.
•Proficient in interpreting and understanding contract drawings and specifications, technical drawings, and schematics.
•Ability to work independently with minimal supervision.
•Proficient in Microsoft Office Suite (Word, Excel, Outlook), Adobe Acrobat, & Construction Management Software.
•Proficient in NFPA, UL, and ISA standards for industrial control systems and related disciplines.
•Must possess strong written and verbal communication skills.
•Must have mathematical, technical, and computer skills with sharp observation to detail.
Section 4 – Education And Experience
•Possess a high school diploma or GED
•3 years of related water or wastewater controls experience, or a minimum of 6 years of general industrial controls experience.
•Construction related work to include a minimum of 3 years of Inspector (Inspector I or equivalent) experience in the water/wastewater industry.
•Must possess a valid Texas Driver’s License.
•Must possess an OSHA 10-Hour Card.
Section 5 – Environmental Factors, Working Conditions and Equipment
This position requires moderate physical exertion with lifting requirements up to 10 pounds daily and up to 25 pounds weekly. Duties carried out in the field and office environment. Working conditions include exposure to weather, gases and fumes. Subject to after hour emergencies. Tools or equipment used include vehicles, computer, test and calibration equipment, and safety equipment.
