Summary: The HSE Manager – Telecom Construction is responsible for managing and leading the health, safety, and environmental programs for Quest Utility Construction. This position oversees the implementation of field safety policies and procedures, supervises HSE personnel, and ensures full compliance with company, client, and regulatory safety standards.
As the lead safety professional for Quest, this role partners directly with operations leadership to drive safety performance across telecom, broadband, and utility infrastructure projects. The HSE Manager plays a critical role in incident response, team leadership, field engagement, and continuous improvement.
General Responsibilities:
•Program Leadership & Oversight
•Leads the implementation of HSE programs across Quest Utility Construction job sites
•Ensures compliance with OSHA, DOT, and company safety standards
•Develops and standardizes field safety practices, JHA protocols, and audit systems
•Supports operational planning and pre-construction safety efforts
•Team Supervision & Development
•Directly supervises assigned HSE staff, including Senior Specialists, Specialists, and Technicians
•Provides training, mentorship, and performance feedback to team members
•Coordinates staffing for projects and ensures field safety coverage across regions
•Responds to serious incidents and leads investigations and root cause analysis
•Prepares formal reports and facilitates corrective action implementation
•Works with HSE leadership and Quest Operations to track and reduce incident trends
•Delivers or oversees field safety training, including onboarding and task-specific instruction
•Leads safety stand-downs, crew talks, and jobsite walkdowns
•Engages with crews and subcontractors to reinforce safety culture and accountability
•Client & Regulatory Interface
•Represents the company during client audits, safety reviews, and inspections
•Coordinates with Fleet, Risk, and Legal teams on vehicle-related safety or claims
•Maintains awareness of regulatory changes and ensures timely updates to protocols
•Maintains safety performance dashboards, audit logs, and training records
•Analyzes data for trends and presents summaries to internal and client stakeholders
•Supports technology use in the field
Required Education:
•Bachelor’s degree in Occupational Safety, Construction Management, or related field
•Master’s degree in Safety, Emergency Management, or Risk Management preferred
•Certified Safety Professional (CSP) required
•CHST, CUSP, or other construction/utility certifications preferred
Required Experience:
•Minimum 7–10 years of progressive HSE experience
•At least 3 years in a leadership or supervisory role
•Strong background in construction safety; telecom or utility construction preferred
•Familiarity with DOT compliance and multi-site field operations
•Proven ability to lead field teams and collaborate with operations management
