SUMMARY
The Graduate Engineer – Construction Services, supports the Construction Manager, by assisting in project controls, including scheduling, cost tracking, field compliance, and reporting. They ensure accurate documentation, timely financial processes, and safety adherence. The role includes audits, inspections, utility coordination, and consolidating inputs into detailed monthly supplemental reports to support project success.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
•Secure necessary Responsible Person in Charge (RPIC) signatures to facilitate payment of Construction Contractor’s application for monthly progress payment.
•Submit approved Construction Contractor’s applications for progress payment to RPIC for processing.
•Monitor the actions of the Hidalgo County’s Accounting Department to ensure proper processing of progress payment application and payment by contractual deadlines.
•Assemble the Construction Managers’ input, review and analyze the short term and long term construction schedules.
•Perform schedule impact analyses for Construction Manager regarding proposed contract changes and /or anticipated contract changes.
•Monitor Construction Contractor’s compliance with client environmental requirements and coordinate contractor activities with client environmental and safety personnel.
•Perform cost impact analyses for Construction Manager regarding proposed contract changes.
•Compile a supplemental monthly report, which provides a brief overview of the contractor's current schedule and financial status for inclusion in the monthly report.
•Assist with presentations to Hidalgo County management updating them on the project status as scheduled by the Senior Construction Manager/ Assistant Project Manager.
•Conduct compliance audits and inspections of traffic control devices to ensure proper implementation and identify any deviations from established standards.
•Conduct survey field inspections for benchmarks, H&V control for compliance control.
•Verify Environmental, Permits, Issues, and Commitments (EPIC), sheet compliance in the field.
+ Conduct weekly audits of 1257 totals to verify accuracy and adherence to project requirements.
+ Ensure that material testing conducted by consultants meets project standards and specifications. Review testing documentation for completeness and accuracy.
+ Oversee the preparation and review of daily reports to ensure they are accurate, clear, and complete.
+ Manage and verify all Requests for Information (RFIs) to ensure clarity, visibility, and compliance with project guidelines.
+ Coordinate with utility providers to resolve conflicts and avoid conflict impacts to schedule.
•Conduct and/or serve as a backup for site visits and field inspections, ensuring that work adheres to specifications and standards.
•Provide field support as required to address project challenges or changes.
+ Ensure strict adherence to safety practices both on and off the project. Follow and enforce all TxDOT safety procedures, guidelines, and regulations while on the project site. Promote a culture of safety within the team and among all stakeholders.
•Assist Assistant Project Manager with other various duties and responsibilities as assigned.
QUALIFICATIONS:
•Proficient in Microsoft Office and demonstrates strong computer literacy.
•Moderate to advanced knowledge of AutoCAD and/or Micro-Station.
•Holds a 4-year degree in engineering; actively pursuing an EIT certification.
•Ability to read and interpret construction documents proficiently.
•Experience in quantity take-offs, cost estimating, and applying constructability methods.
•Strong knowledge of civil infrastructure requirements.
•At least 1 year of experience in a civil-related field.
•Demonstrates reliability, leadership, and keen attention to detail.
•Quick learner with excellent teamwork and independent work capabilities.
•Effective time management and organizational skills.
•Exceptional communication skills and the ability to guide and mentor others.
PHYSICAL REQUIREMENTS
•Ability to communicate effectively and interact with employees and customers using sensory skills such as seeing, reading, talking, hearing, and handling objects and controls.
•Physical capability to operate office equipment, including computers, calculators, copiers, and fax machines.
•Ability to perform physical activities such as standing, walking, climbing, bending, kneeling, reaching, crawling, sitting, pushing, pulling, and carrying.
•Occasionally required to lift and move objects weighing up to 40 pounds.
SPECIAL REQUIREMENTS
Possession of a valid, appropriate Texas driver’s license preferable and an acceptable driving record. Pre-employment drug screen and physical required.
