The General Maintenance Superintendent is responsible for overseeing the reliability, maintenance, and performance optimization of all rotating equipment and fixed equipment within the refinery. This role focuses on asset integrity, continuous improvement, compliance, and operational excellence, ensuring the refinery meets long-term reliability and production goals while minimizing unplanned downtime.

Key Responsibilities:

Manage and mentor frontline supervisors, reliability specialists, and technicians to strengthen technical expertise across rotating and fixed equipment disciplines

Ensure all rotating and fixed equipment activities comply with OSHA, API, ANSI, ASME, NBIC, and corporate safety standards

Promote a strong safety culture by reinforcing best practices in LOTO (Lockout/Tagout), hazard recognition, confined space entry, and safe maintenance procedures

Ensure compliance with EPA, PSM, mechanical integrity, and reliability-centered maintenance standards for both rotating and fixed equipment

Oversee the maintenance, inspection, troubleshooting, and upgrades of rotating equipment (pumps, compressors, turbines, fans, gearboxes) and fixed equipment (pressure vessels, heat exchangers, piping, tanks, relief devices)

Develop and implement predictive and preventive maintenance strategies to improve reliability, availability, and mechanical integrity of refinery assets

Lead Root Cause Analysis (RCA) investigations for rotating and fixed equipment failures, driving corrective and preventive action implementation

Work closely with operations, engineering, and maintenance teams to ensure proper care and operation of critical refinery assets

Foster a culture of continuous improvement, teamwork, and accountability within the reliability and maintenance organization

Coordinate with cross-functional teams to align maintenance, inspection, and reliability strategies with refinery objectives

Support equipment upgrades, mechanical integrity improvements, and digital transformation initiatives (e.g., predictive analytics, condition monitoring)

Required Qualifications:

Must be legally authorized to work in the United States on a full-time, unrestricted basi

High school diploma or equivalent

Minimum 10 years of experience in rotating and/or fixed equipment reliability, maintenance, or engineering within a refining, petrochemical, or heavy industrial environment

Strong understanding of fixed equipment such as pressure vessels, heat exchangers, piping, tanks, and relief devices, including inspection and mechanical integrity practices

Excellent oral and written communication skills, with the ability to collaborate effectively across multidisciplinary teams

Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint), SAP, and reliability software for data analysis, reporting, and maintenance planning

Preferred Qualifications:

Bachelor’s degree in Mechanical Engineering or a related discipline

Certified in vibration analysis, reliability engineering (CRE), API 510 (Pressure Vessel Inspector), API 570 (Piping Inspector), or rotating equipment diagnostics

Direct experience in refinery and/or chemical plant operations, with a deep understanding of process safety, reliability, and asset integrity challenges

Knowledge of API 610, API 618, API 671, API 686 (rotating equipment), and API 510, API 570, API 653, NBIC, ASME Section VIII (fixed equipment)

Extensive knowledge of centrifugal and reciprocating compressors, pumps, steam turbines, gear systems, and associated auxiliaries

Demonstrated expertise in condition monitoring techniques, including vibration analysis, oil analysis, thermography, and other predictive maintenance tools

The Billings Refinery is located in Billings, Montana. Its facilities include crude distilling, naphtha reforming, fluid catalytic cracking, alkylation, hydrodesulfurization and delayed coking units. The refinery processes a mixture of Canadian heavy, high-sulfur crude oil delivered by pipeline, and domestic crude oil delivered by truck. With the startup of a new vacuum distillation unit in 2017, the refinery has 100 percent heavy crude processing capability. The refinery produces a high percentage of transportation fuels and petroleum coke. Finished petroleum products are distributed by pipeline, rail car and truck. Pipelines transport most of the refined products to markets in Montana, Wyoming, Idaho, Utah, Colorado and Washington.
