SUMMARY OF RESPONSIBILITIES: This class is responsible for the acquisitions and maintenance of more than six hundred Public Works Commission vehicles and equipment to include electric line trucks, various light and heavy-duty vehicles and construction heavy equipment. Responsibilities include but are not limited to streamlining work processes to maintain the highest quality of customer service; maintaining the availability and operation of vehicles and equipment; executing decisions in accordance with OSHA, EPA NFPA and other regulatory rules as applicable to vehicles/equipment, commissioning and decommissioning vehicles, oversight of the parts management operation, providing welding services to other utility departments, developing and tracking of metrics and KPI’s used to make recommendations on vehicle replacements, shop efficiency, and staff development for the entire department. Operating under general supervision of the Chief Corporate Services Officer, latitude is allowed for the exercise of independent judgment in planning and managing the details of the work. Supervision is exercised over the entire Fleet Department which includes shop operations, vendor management, customer service, analytics, and reporting. Extended hours and on call availability are required. Performs related work as required EQUIPMENT OPERATED: Computer, calculator, communication, and other equipment, as required.
FULL PERFORMANCE KNOWLEDGE, SKILLS, AND ABILITIES: Thorough knowledge of safety rules/regulations/ procedures; thorough knowledge of automotive repair/maintenance/body repair/restoration practices; thorough knowledge of estimating and contractual processes; good knowledge of operation management concepts and maintaining cost effective operations; good knowledge of computer system applications; ability to research/plan/coordinate/schedule/project/prioritize work; ability to prepare and maintain reports/records; ability to plan/train/evaluate/motivate work performance; ability to manage/supervise people and multiple projects; ability to communicate effectively both orally and in writing; ability to develop and maintain effective working relationships with customers, all levels of employees, vendors, contractors and the general public.
(A) Graduation from an accredited four-year university/college with a bachelor’s degree in business management, engineering, or accounting. A CAFM (Certified Automotive Fleet Manager) or CPFP (Certified Public Fleet Professional) designation , and a and a minimum of five (5) years of progressively responsible experience managing a complex business operation a minimum of three (3) year of management/supervisory responsibilities in a large automotive repair facility, manufacturing facility, or other operational environment ; OR
(B) Graduation from a two-year accredited university/college or technical school with a degree/certification in automotive/mechanical technology or related field and a minimum of nine (9) years of progressively responsible experience as specified above and a CAFM or CPFP certification OR
(C) An equivalent combination of education, training, and experience as defined in (A) and (B) above.
SPECIAL REQUIREMENTS: Must possess and maintain a valid North Carolina Driver’s License.
PHYSICAL REQUIREMENTS: Must be able to perform the essential functions of the position.
SAFETY HAZARDS: Exposure to noise, dust, fumes, chemicals, gases/variations of ventilation.
PROTECTIVE EQUIPMENT: As required in the Public Works Commission’s Safety Manual.
