Summary
The Finance and Rate Analyst will play a key role in supporting the cooperative’s financial strength and long-term sustainability through data-driven analysis, financial forecasting, and rate design. This position is critical in evaluating cost recovery, supporting the annual budget process, and assisting with rate case development to ensure financial decisions are informed, accurate, and aligned with member interests. The ideal candidate will have a strong foundation in financial modeling, utility rate structures, and regulatory principles, along with a collaborative mindset to work across departments. This role is instrumental in maintaining the financial integrity of the cooperative and advancing rate strategies that promote fairness, transparency, and long-term value for members.

Responsibilities
•Prepares and updates both short-term and long-range financial forecasts by analyzing historical trends, projected costs, and revenue assumptions.
•Conducts in-depth financial and quantitative analysis to support revenue projections, capital planning, and investment decision-making.
•Calculates and analyzes the Power Cost Adjustment (PCA) on a monthly and annual basis to ensure appropriate cost recovery.
•Assists with the development and evaluation of retail rate structures, including rate design alternatives and member impact analysis.
•Participates in cost of service studies and supports the preparation of rate case filings and regulatory documentation.
•Performs scenario modeling and mock billing to assess the financial and customer impacts of proposed rate changes.
•Develops, maintains, and improves financial models and data tools to support decision-making, forecasting, and performance analysis.
•Provides analytical support for special projects and strategic initiatives, including load forecasting, member program evaluation, and infrastructure investment planning.
•Creates dashboards and reports that summarize financial, operational, and rate-related data for internal stakeholders.
•Assists in the development, coordination, and monitoring of the annual operating and capital budgets, ensuring alignment with strategic goals.
•Ensures data accuracy and system integrity through the implementation and maintenance of quality control measures and validation processes.
•Stays informed of changes in utility regulations, economic conditions, and energy markets that may impact financial and rate planning.
•Works cross-functionally with Engineering, Operations, Member Services, and IT to align financial analysis with system planning and service delivery.
•Collaborates with internal departments and external partners to support the Cooperative’s long-term financial and strategic objectives.
•Provides data and documentation in support of internal and external audits and regulatory inquiries.
•Documents operational workflows, financial procedures, and internal controls to promote consistency, transparency, and compliance.
Education and Experience
•Bachelor’s degree in Finance, Accounting, Economics, Mathematics, or related field.
•2–4 years of experience in financial analysis, utility rate design, or related field preferred.
•Knowledge of utility regulatory practices, cost of service, and cooperative accounting preferred.
•Experience with RUS chart of accounts and SCC regulatory filings is a plus.

•Proficient in Microsoft Office Suite, especially advanced Excel capabilities and data visualization tools.
•Possesses strong analytical skills with proficiency in financial modeling, forecasting, and scenario analysis.
•Capable of interpreting complex datasets and clearly communicating insights in both written reports and presentations.
•Demonstrates exceptional organizational skills with a keen attention to detail and accuracy in all work.
•Ability to independently prioritize tasks, manage multiple projects simultaneously, and meet strict deadlines.
•Maintains professionalism and composure in all situations, including high-pressure or time-sensitive scenarios.
•Handles confidential information with discretion and maintains a high level of integrity.
•Ability to collaborate with others while maintaining a proactive, solution-oriented mindset.
•Shows adaptability in dynamic work environment and a willingness to learn new systems, tools, or regulatory approaches.
•Maintains a valid driver’s license and acceptable driving record and is able to operate SVEC vehicles.
•Must become and remain certified in CPR and first aid. Must also be skilled in the use of safety equipment.
Physical Requirements
•Participation in SVEC job safety and training programs, relevant workshops, seminars and other SVEC sponsored courses and events.
•Must be able to use office equipment including telephone, computer, and other systems and related software in the performance of position responsibilities.
•Must be able and available, during any and all types of weather conditions, to work weekends, holidays, evenings and other times outside normal duty hours to assist in service restoration and other emergencies that may arise or when the workload demands.
•Must always maintain an operating telephone or personal communication device at his/her place of residence. Ability to contact the telephone or personal communication device must be made available to SVEC for the purpose of contacting the manager to conduct legitimate routine and/or emergency business.
•This position involves primarily inside work. Must be able to lift objects unassisted (up to 30 pounds). Some standing, walking, climbing, balancing, stooping, kneeling, crouching, or crawling to a minimal degree.
