Summary Of The Role

Facility Risk Engineers are to support safe operations through the analysis of Operational Risk associated with Barrier Model impairment risk assessments. The role shall support Production Shift Manager(s) and HSSE Teams to determine if short term mitigations are practical in order to continue facility operations in the event of a barrier impairment.

The role will support short- and medium-term risk management, including performing risk assessments, developing mitigation plans, and ensuring that all mitigations are in line with the NextDecade RGLNG operational and cumulative risk procedures, and applicable regulations. The Facility Risk Engineers will interact directly with a large group of stakeholders from various asset disciplines including Maintenance, Engineering, HSSE, Environmental, PSM, Supply Chain, and interface with contractors and vendors.

KEY RESPONSIBILITIES:

Support Production Manager(s) in determining safety mitigations to maintain Safe Operations.
Facilitate Risk Assessments for:

Barrier Impairment Risk Assessments

Maintenance required deferral of Safety Critical Equipment.

Inhibits and Overrides

Monitor the implementation of Operations Related Controls on Barrier Impairment Risk Assessments

Champion the Process Safety Management (PSM) Fundamentals for the Production shift team. Work to continuously improve the standard of Quality/HSSE awareness of shift personnel in their operational activities
Support and facilitate barrier model communications related to Process Safety
Assist in identifying personal safety, environmental, process and property hazards daily, utilizing risk assessment tools, ensuring the risk assessment meetings have the minimum competency attendance requirements, and gaining approval from the appropriate level of authority
Support Permit to Work process with risk considerations in the issuing of permits related to barrier model conditions.
Review submitted permit risk assessments for appropriate levels of mitigations for allocated work periods, and reviewing submitted isolation schemes ensuring correct equipment identified
Review the workday activities highlighting SIMOPS and High-Risk activities to the Shift team for Shift Prestart meeting
Carry out field walks during the first part of the workday, visiting work parties and joining in toolbox talks to ensure compliance with Permit Risk Assessment Mitigations
Participate, coordinate, and facilitate the operational risk assessments on shift for various process flows such as control of Inhibits and Override, Temporary working instructions, Barrier Impairments, Emergency MOC’s, locked open and locked close valve management.
Regularly audit open operational risk assessments to ensure mitigating measures are in place
Work closely with barrier owners to manage impaired Safety Critical Elements (SCE), and deferral processes.
Instill a robust process and personal safety awareness culture by actively pursuing the use of the Facility Safety Case, PTW compliance, and continual work activity safety analysis
Responsible for leading Operations HSSE, quality and reliability incident investigations on shift, prepare preliminary reports, close out of incident reports and action findings
Provide training and guidance on risk assessment methodologies and best practices for production, and maintenance shift teams


MINIMUM REQUIREMENTS:

Bachelor's degree in engineering
5 Years’ Experience supporting Process Operations in an LNG, Chemical, Petro-Chemical, or Refinery Facility and an in-depth understanding of the Risk Assesment Processes, and Process Safety Fundamentals principles
Demonstrate proficiency in various risk assessment techniques.
Ability to obtain and maintain Transportation Worker Identification Credentials (TWIC)
Advanced Knowledge of Barrier Management model
Experience in working with KPI guidelines to track monthly requirements aligned to the NextDecade RGLNG annual business plans


PREFERRED QUALIFICATIONS:

7 – 10 years’ experience in leadership role(s) within risk assessment, safety management, or HSE within LNG, oil & gas, or petrochemical industries
Experience in LNG-specific hazards, cryogenic risks, and emergency response planning
Understanding of regulatory requirements (FERC, PHMSA, USCG, OSHA, API, ISO 31000, NFPA 59A, and LNG-specific regulations)


Job Site Work Environment

Must be able to wear all necessary PPE equipment to perform job functions
Operates in a complex construction environment
Exposure to indoor and outdoor weather conditions
Not necessarily protected from weather and temperature changes. Possible exposure to hot, cold, wet, humid, or windy weather conditions
Exposure to moving mechanical parts and electrical circuits
Exposure to constant or intermittent sounds of a pitch level sufficient to cause marked distraction
Routinely uses standard office and field communications equipment such as computers, phones, photocopiers w/scanner and fax, and radios

Ability to drive to other Company work locations as required

Visual acuity corrected to perform job functions. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and ability to adjust focus
Must be able to clearly communicate with others via radio, phone, and verbal methods
May be required to enter confined spaces
May be required to work at elevated heights and access elevated structures without assistance
