The Environmental Supervisor is responsible for ensuring compliance with local, regional, state, and federal regulations as well as planning, developing, and implementing environmental management systems, environmental compliance programs, and managing a team of environmental professionals (Environmental Specialists) supporting the Phillips 66 Midstream assets throughout Weld County, Colorado. Serves as the liaison between government officials and company functions (Operations, Engineering, Reliability, Projects, Commercial, etc.) for all environmental requirements.

The Environmental Supervisor for the Colorado Area will work out of Greeley, Colorado.

Responsibilities may include:

Serves as the primary contact for environmental compliance and management systems for leadership within Midstream Operations and Business Units

Directs staff of Environmental Specialists to ensure that competent professional environmental services are provided to the Business Units through a combination of employee oversight, coaching, and development

Participates as a member of the Midstream Environmental Leadership Team in developing and implementing environmental initiatives, setting environmental goals, and supporting environmental metrics

Assists Environmental Specialists in ensuring compliance with environmental regulations, permits, and company policies, standards, programs, and procedures.

Reviews records required to demonstrate compliance with environmental requirements

Ensures that all environmental incidents (air releases, spills, audits, agency inspections, possible enforcement actions, etc.) are documented internally in environmental management systems

Make certain environmental events are reported in a timely manner, properly risk ranked, and investigated as necessary to identify root cause(s) and corrective action(s). Confirm that corrective actions are developed and implemented to prevent incident recurrence.

Provide emergency response support as needed

Lead and participate in self-audits as necessary to verify continued environmental compliance

Be proficient in EPA regulations such as but limited to the Clean Air Act, Resource Conservation and Recovery Act, Spill Prevention Control and Countermeasures, National Pollution Discharge Elimination System, Clean Water Act, Safe Drinking Water Act, Endangered Species Act, and other local, regional, state, and federal environmental regulations. Conducts regulatory assessments and provide regulatory interpretations and guidance accordingly

Serve in advocacy efforts with the Colorado Department of Public Health and Environment (CDPHE), other oil and gas companies, trade organizations, legal representation, and non-government organizations regarding environmental rulemaking that constantly occurs in Colorado and understand how any new and emerging requirements may impact Weld County asset operations and the business

Effectively communicate necessary environmental systems and/or projects internally with Operations, Engineering, Projects, Commercial, and Leadership to ensure alignment for necessary funding, permitting, authorizations, and execution are completed in a timely manner driving efficiencies and zero non-compliances

Participate, collaborate, and/or lead Environmental networking teams

Working with fellow Midstream Environmental Team Leaders and Directors to provide consistent regulatory interpretation and application, environmental standards and procedures development, environmental management programs and initiatives, incident reporting, investigations, recordkeeping, and environmental training across Regional Business Units

Function as technical liaison to the Remediation Management Team for projects within the region of responsibility. Ensure that remediation activities are conducted in a cost-efficient manner and all appropriate stakeholders are kept apprised of new and revised environmental accruals

Serve as back-up to the Director, Environmental - North Region (Midstream)

Performs other related duties to meet the ongoing needs of the organization

Required Qualifications:

Bachelor’s degree in Environmental Science, Engineering, or a similar degree field

10 or more years of related experience

3 or more years of leadership experience

Advanced knowledge of applicable federal and state air quality regulation

Preferred Qualifications:

Prior Oil & Gas, Refining, Chemical, or related industry experience

Prior Environmental experience in Colorado

Advanced mathematical, science, and analytical abilities with the capacity to identify trends

Proven leadership skills and ability to influence at a local level and across a broad organization

Effective communication skills, interpersonal skills, and ability to build and foster relationships

Advanced technical writing skills

Advanced computer skills and experience with Microsoft Office products, especially MS Excel

Experience with Environmental Management Systems

Occasional travel will be required

Compensation

The base pay range for this role is $136,800 - $181,700 depending on a candidate's relevant work experience and education
