Job Summary:
Ensure compliance with local, County, State, and Federal land use and environmental entitlements, laws, ordinances, regulations, and standards for solar and wind projects under construction or for multiple operating solar and wind power plants. Additional functions include tracking and/or preparation/development of compliance documentation for reporting to government agencies, financing institutions, clients, and internal management; preparation of applications and obtaining of environmental permits; development of compliance plans; preparation of training materials and training of operations staff; management of diverse technical teams including internal experts and outside consultants; management of budgets; and auditing to ensure compliance systems and plans are effective. Effectively support Environmental, Health and Safety programs including being able to support or develop Environmental Management Systems.
Experience
•10 or more years’ experience in management of land use and environmental entitlements, laws, ordinances, regulations, and standards
•3-5 years of industry based environmental auditing
•Significant exposure to contract relationships and ability to partner with EHS professionals across company lines is critically important in this role.
•2 years of experience noted above experience in California and/or on federal land projects is a plus
•Successful experience actively participating in interdisciplinary teams
•Leading, mentoring, and motivating technical construction and operational personnel in the compliance space
•Solar, wind, and battery storage experience, preferred
Required Skills:
•Broad based knowledge of Environmental regulations, programs, best-practices, and systems.
•Experience in land use permitting under NEPA/CEQA
•Familiarity with flora, fauna and artifact protection laws and interpretations
•Develop and maintain clear and concise communications and working relationships with operations staff, clients, internal management, and internal and external technical experts that interface with projects.
•Knowledge of land use and environmental entitlements, laws, ordinances, regulations, and standards, including the ability to quickly research and learn international requirements
•“Preparer/Developer” level expertise with regulatory plans and submissions (e.g., SPCC, HMBP, SWPPP, Air Permits, Tier 2 Reporting, Waste Generator ID, and Waste Manifesting, etc.)
•Ability to understand complex requirements and deliver clear directions for management of those requirements to operations staff.
•Ability to synthesize large amounts of complex data, prepare written reports, and communicate effectively with regulators, internal management, and project owners in written and verbal form.

Education
•Bachelor’s degree in environmental engineering, environmental science, or related science, required
Essential Functions & Responsibilities
•Develop and write environmental plans and policies, manage these programs and processes, and document environmental compliance at multiple solar/wind power plants sites to ensure compliance with regulatory requirements.
•Effective contract management, including identification, assessment, and solving of issues prior to them developing into problems.
•Proficient use of tracking systems in Microsoft Office Suite and on other electronic platforms.
•Oversight and implementation of EHS Management programs in accordance with Federal, State, County. and Local laws, ordinances, regulations, and standards.
•Synthesize large amounts of complex data, prepare written reports, and communicate effectively to regulators, internal management, and project owners in written and verbal form with reg and clients as necessary.
•Responsible for researching and applying for environmental permits as required.
•Prepare computer-based presentations, graphs, charts, and statistical models from data collected.
•Determine data collection methods to be employed in environmental related projects.
•Supervise waste management within the facility, conduct required training, and keep essential recordkeeping organized and in compliance with regulatory requirements.
•Analyze data and inspections to assess potential environmental pollution risks, establish standards and programs to minimize or eliminate risks/impacts.
•Participate in formal improvement team activities. Support all departmental and organizational improvement initiatives to achieve business objectives.
•Verify required environmental inspections are completed on time.
•Assist with ministerial (e.g., building, grading, etc.) permit submittal issues, as assigned by the Director of EHS, QAQC and Training.
•Understand and oversee all areas of hazardous and non-hazardous waste management.
•Ensure that the appropriate associates receive training on hazardous and non-hazardous waste handling, labeling, and shipping procedures.
•Travel to support assigned projects.
•Perform other tasks assigned by the Director of EHS, QAQC and Training.
Specific Training Required:
•Valid PE License required, preferably in the State of TX.
Physical Requirements:
•Will sit and stand for long periods of time during the day.
•Will require work in harsh environments.
•Will walk, climb stairs and on equipment.
•May reach above shoulder heights and below the waist
•Required to use hands to finger, lift, handle, carry or feel objects.
•May stoop, kneel, bend, talk and hear.
•Specific vision abilities are required.
