About This Job

The Gilbert Generating Station, located on a 232-acre site along the Delaware River in Hunterdon County, features a 288 MW four-on-one natural gas combined-cycle unit and a 152 MW oil/gas-fired simple-cycle peaking turbine. Originally commissioned in the 1920s as a coal-fired facility, the plant was converted to oil in 1970 and later transitioned to natural gas, reflecting its evolution in response to changing energy demands and fuel availability.

Opportunity Summary

The Environmental, Health & Safety (EH&S) Manager leads and drives the plant's environmental initiatives, ensuring all functions are executed reliably, efficiently, and in full compliance with relevant laws, regulations, permit conditions, policies, procedures, and community commitments. This role fosters strong, proactive relationships with plant management, employees, regulators, corporate teams, community stakeholders, and other key parties to support a culture of safety, compliance, and environmental stewardship.

The EH&S Manager provides oversight and support to nine other Heritage Project sites across PA and NJ, with occasional travel required to ensure compliance and provide on-site assistance.

Your scope of responsibility as EH&S Manager will include the following primary functions: Environmental

- Coordinate, oversee, and implement daily multi-media environmental programs, policies, and procedures to ensure compliance with federal, state (including Pennsylvania and New Jersey), local, and site permit and regulatory requirements.

- Ensure completion of continuous emissions monitoring system (CEMS) reporting in accordance with Title V permit requirements enforceable by the Pennsylvania Department of Environmental Protection (PA DEP), New Jersey Department of Environmental Protection (NJ DEP), and U.S. Environmental Protection Agency (EPA).

- Compile monthly, quarterly, semi-annual, and annual reports. This involves monitoring, recordkeeping, interpreting data, and submitting reports on time to PA DEP, NJ DEP, and relevant federal agencies for all regulatory programs, air, water, waste, chemicals, etc.

- Ensure the facility meets regulatory requirements for site stormwater pollution prevention planning at all times, including those specified by PA DEP and NJ DEP. As applicable, take samples of stormwater drain systems during rains, conduct analysis of samples to ensure no chemical or oil makes its way into drains, and report findings to the appropriate regulatory agencies.

- Implement discharge prevention measures, including procedures for routine handling of products. Submit recommendations to the facility owner on matters regarding wastewater and water sampling procedures in accordance with NPDES (National Pollutant Discharge Elimination System) compliance overseen by PA DEP and NJ DEP.

- Maintain and organize the company’s Environmental Management System (EMS) filing system, including multi-media environmental compliance plans such as SPCC/FRP, CEMS QA/QC, SWPPP, and other related documentation.

- Provide support to the Owner for interface with local environmental regulators to include preparing for and coordinating inspections, responding to information requests, supporting strategies for and negotiations of permit modifications and renewals, and preparing routine compliance reports and communications.

- Serve as the key point-of-contact for meetings with regulators during compliance visits from PA DEP, NJ DEP, and other regulatory agencies.

- Coordinate and conduct EHS Training for all plant(s) personnel.

- Occasional travel will be required to support other Heritage project sites, ensuring compliance, and providing on-site environmental management and EHS support as needed.

- Completes other reasonable tasks and assignments as needed.

- Conduct and support regular safety meetings (at least monthly).

- Address safety in all group meetings.

- Conduct inspections and observations by establishing a regular inspection process for the work area and a safety observation process for ongoing work.

- Lead these activities in accordance with any rules, requirements, or guidance established within your business unit, group, or division.

- Involve all NAES teammates in these activities.

- Analyze results, write work orders, and provide training and education to eliminate hazards, address at-risk behavior, and meet company regulatory requirements.

- Conduct safety observation tours of high-risk activities (e.g., confined space) to verify that employees are following safe practices, company procedures, and OSHA regulations.

- Hold one-on-one sessions with direct reports to discuss safety issues, communicate expectations, and coach safe behaviors.

- Respond to all safety-related incidents, including injuries, incidents, and near misses; write a report explaining what happened, identify the cause, and recommend corrective actions based on established business unit or division practices. Follow up as necessary to ensure corrective actions are taken.

Working Relationships

The EH&S Manager reports to the Fleet EH&S Manager and coordinates work activity with all Plant Management, Plant Engineer, and Plant Administrator. Interfaces with contractor and original equipment manufacturer (OEM) personnel for the necessary support and coordination.

The EH&S Manager maintains a close working relationship with NAES corporate Environmental Support Services groups as well as Client corporate contacts.

Physical Requirements And Working Conditions

Physical requirements include standing for extended periods of time, climbing stairs and ladders, working from elevated platforms and walkways at varying heights, and routinely lifting up to 50 pounds.

Power plant environment that may involve entering confined spaces, crawling through narrow areas, and handling hazardous materials, with exposure to fumes, extreme temperatures, and noise. Work may include high heat near equipment and varying outdoor weather conditions.

Some duties may require the use of protective equipment, which can include hard hats, safety glasses, and eye protection, air masks/respirators, ear protection, chemical suits, flame-resistant clothing (FRC), hot gloves, high-voltage protective gear, and fall protection. Fit testing for respirators may be required. Strict smoking restrictions apply in and around the facility.

Fitness for Duty

All personnel will participate in the Fitness for Duty Program, which includes a post-offer physical examination, drug screening, and post-employment random drug screening.

Work Schedule

The EH&S Manager works a standard Monday to Friday day shift schedule, ensuring consistent plant operation and support during regular business hours. This position requires flexibility for extended hours, varied shifts, and occasional weekend or holiday work, depending on schedules, workload, and plant conditions. Periodic "on-call" status is required, along with some travel to attend manager, owner, or user group meetings, as well as to support other power plant assets.

Compensation

This position offers an annual base salary ranging from $100,100 to $140,000 and includes eligibility for an annual performance bonus.

Professional Expertise & Qualifications

We are seeking an experienced professional with a strong passion for regulatory standards, environmental reporting, and ensuring compliance with local, state, and federal environmental regulations.

- Bachelor degree in environmental sciences, compliance, engineering, or related field or equivalent technical training knowledge and experience desired. Certification as Level 5 or OSHA 40-hour HAZWOPER desired. Relevant industry or military experience may be considered in lieu of education on a year-for-year basis.

- Proven experience in environmental compliance within an operating facility, preferably in the power plant or power-related industry, to effectively identify and propose opportunities for reducing environmental and safety risks and costs.

- Strong understanding of power plant operations, including the interrelationship between environmental impacts and compliance within operation and maintenance functions.

- In-depth knowledge of major environmental legislation related to air, water, hazardous materials, and waste management, with specialized expertise in at least one regulatory area.

- Familiarity with applicable safety statutes and regulations.

- Proficient in using continuous emissions monitoring (CEMS) software and state and federal electronic reporting systems.

- Skilled in delivering training materials in a clear and easily understood manner.

- Ability to manage multiple tasks in a complex industrial environment, identifying and addressing compliance risks swiftly.

- Exceptional interpersonal skills with a demonstrated ability to build consensus among internal and external stakeholders.

- Strong writing and analytical abilities, capable of presenting facts, conclusions, and recommendations effectively in both formal and informal written communications.

- Proficient in MS Word, Excel, PowerPoint, and Project.

- Must possess a valid, unrestricted U.S. driver’s license and ensure it remains in good standing at all times.
