The Enterprise Solutions Manager leads the strategic planning, execution, and continuous improvement of the District’s enterprise applications portfolio. This role provides leadership in application configuration, enterprise systems integration, project and portfolio management (PPM), and data governance in alignment with District objectives. The position plays a key role in shaping the District's digital transformation initiatives by representing IT in cross-functional teams and ensuring optimal use of technology solutions to drive efficiency, data-driven decision-making, and business agility. The role supports the Director of Information Technology in aligning technology initiatives with organizational strategy and serves as a liaison between IT and business stakeholders to deliver value-focused technology outcomes.
· Oversees the life cycle management of enterprise applications, including application evaluation, selection, implementation, integration, and retirement. Ensures applications align with District goals and deliver expected business value.
· Directs the enterprise application and integration project portfolio, ensuring strategic alignment, on-time delivery, and adherence to scope and budget. Champions project governance best practices and PPM methodologies.
· Facilitates the design and implementation of scalable integration strategies across applications, data platforms, and systems (e.g., MAS, KLIR, Workday, GIS, SharePoint).
· Leads and mentors a team of application administrators, data analysts, GIS analysts, and business systems professionals. Fosters a collaborative, high-performing team culture with a focus on innovation, continuous learning, and accountability.
· Acts as a strategic partner to business units, engaging stakeholders to define requirements, prioritize needs, and co-create solutions. Facilitates process optimization and automation to enhance user experience and operational efficiency.
· Oversees the District's data architecture, ensuring data quality, accessibility, and stewardship. Drives initiatives related to business intelligence, analytics, and data-informed decision-making (e.g., Power BI).
· Develops and manages budgets related to IT owned enterprise applications and projects. Manages vendor relationships, software licensing, contract negotiations, and service level agreements.
· Identifies emerging technologies and evaluates opportunities to enhance application performance and organizational capabilities. Champions initiatives to modernize legacy systems and adopt cloud-native and low-code/no-code platforms.
· Coordinates with the IT Security Manager to ensure operational continuity and security of enterprise applications. Implements controls to manage risk, ensure compliance, and support business continuity and disaster recovery planning.
· Closely coordinates with the Information Technology Infrastructure Manager regarding network needs, performance, and capacity of applications utilized.
· Maintains professional and technical knowledge by attending educational workshops; reviewing professional publications; establishing personal networks; benchmarking state-of-the-art practices.
Provides strategic and operational support to the Director of Information Technology. Represents the application services function in IT governance, planning sessions, and cross-departmental initiatives.
· Bachelor’s degree in Computer Science, Business Information Systems, Management Information Systems, or a computer related field. Equivalent experience and education can be substituted for degree.
· Project Management Professional (PMP) Certification preferred. ITIL Foundation or similar service management certification is a plus.
· Minimum of 7 years of progressive experience in enterprise application management, including at least 3 years in a supervisory leadership position.
· Proven experience leading application development or systems integration projects at scale.
· Demonstrated expertise managing vendor relationships, negotiating contracts, and overseeing licensing and compliance for enterprise software.
· Experience working in or supporting the public sector or utilities industry is preferred.
· Experienced manager with customer service skills, capable of leading and developing the Enterprise Solutions team.
· Direct experience with enterprise asset management systems (preferably IBM Maximo Application Suite), Microsoft SharePoint, Power BI, and GIS technologies is highly desirable.
· Deep understanding of enterprise application platforms, system integration, and business process automation.
· Proficiency in managing cross-functional project portfolios, using formal project management methodologies (e.g., PMBOK, Agile, hybrid). Ability to balance resource allocation, risk mitigation, and stakeholder expectations across multiple initiatives.
· Knowledge of system and data integration architectures, including APIs, middleware, and ETL processes.
· Experience designing scalable, secure, and maintainable enterprise solutions.
· Ability to align application strategies with business objectives, prioritize investments based on value, and develop roadmaps that guide modernization and innovation efforts.
· Strong leadership skills with the ability to inspire, coach, and develop high-performing teams.
· Effective communicator with the ability to translate technical concepts for business audiences and build consensus among diverse stakeholders.
· Skilled in assessing emerging technologies and trends, conducting cost-benefit analyses, and making recommendations to enhance system performance, user satisfaction, and IT service delivery.
· Demonstrated experience driving organizational change through effective communication, stakeholder engagement, and adoption strategies for new tools, systems, and processes.
· Understanding of data architecture, data quality management, governance frameworks, and the use of analytics and business intelligence tools (e.g., Power BI) to support decision-making.
Driving a District vehicle for business may be required.
Employees required to drive as part of their job duties are responsible for maintaining a current, valid, and vehicle - appropriate driver' s license of their resident state.
This position requires minimum physical exertion with daily lifting requirements up to 10 pounds. Significant finger dexterity required. Activities may include carrying office materials, pulling and pushing file drawers and organizing paperwork.
Duties are almost always carried out in an office environment. Office equipment utilized includes computer, printer, calculator, copier and telephone.
This person will be required to visit various District facilities as needed to understand processes and workflow
