Open Job Position – Engineer Supervisor – Water/Wastewater

Beginning Monday, March 10, 2025, Riviera Utilities will begin taking applications to fill a job vacancy for Engineer Supervisor Water/Wastewater. We are considering applicants with qualifications in the following range, salary commensurate with education and experience.

QUALIFICATIONS Education and Experience

Bachelor’s degree from an accredited university in engineering and five (5) years of experience in the Water/Wastewater distribution or transmission field providing designs and analysis for the operation of a Water/Wastewater utility, including two (2) years in successfully supervising and developing engineers or a documented background of successfully leading project teams. An equivalent combination of education and experience will be considered.

Licenses or Certifications

Registration as a Professional Engineer in the State of Alabama is required within one (1) year of start date.

Special Requirements

Position requires experience and training in leading and managing others. Ongoing training and education are required for positions requiring employee management.

Possession of or ability to obtain a valid Driver’s License within 60 days of employment.

ENGINEER SUPERVISOR WATER/WASTEWATER Department: Water/Wastewater - Engineering

Pay Grade: 116

FLSA Status: Exempt

Reports To: Chief Engineer

Effective Date: 6/8/2023

JOB SUMMARY

This position manages Riviera Utilities’ Water/Wastewater Engineering Technicians and Field Engineers while providing administrative and technical oversight of all engineering projects. Work involves ensuring technicians and engineers accurately complete daily work orders and projects. The Engineering Supervisor may meet regularly with community leaders and other parties to resolve issues or gather information for future services.

ESSENTIAL JOB FUNCTIONS

Supervises all Water/Wastewater Engineering Technicians and Field Engineers.

Participates in the annual employee evaluations of Water/Wastewater Engineering Technicians and Field Engineers.
Implements the technical and professional training paths for Field Engineers and Technicians.
Manages the projects and work orders completed by the Engineering Department, which includes prioritizing and tracking the status of projects until completion.
Reviews engineering work for technical accuracy.
Designs water and sewer utility extensions for developments.
Designs and recommends new extension routes to benefit RU infrastructure.
Researches and ensures designs are to industry standards and meets all safety and Governmental requirements (i.e., ADEM, State, County, and City, ADPH).
Builds and maintains the Sewergems model of the sanitary sewer system.
Supervises the Sewer Camera video and Vacuum truck crews and builds task plans.
Works with the Chief Engineer to plan Water/Wastewater system improvements.
Implements new policies and design requirements for the construction of water and wastewater facilities.
Evaluates the Water/Wastewater system for needed improvements, capacity, condition, and reliability to determine needed projects for the budget.
Ensures the tools, hardware and software used by the department are working properly, determines when upgrades are needed and evaluates new tools available to aid in making the work more efficient and accurate.
Specifies and reviews piping, valves, pumps, and lift station equipment for new project developments.
Reviews project plans for compliance with RU specifications for new developments.
Participates in pre-construction meetings for new developments.
Performs site visits with contractors and engineers for inspections of construction when required.
Calculates connection fees for a developer.
Provides drawings and details to consulting engineers for inclusion in project plans.
Analyzes wastewater collection systems and lift stations. Provides pump failure analysis when required. Performs pump flow calculations for the collection system.
Assists with troubleshooting collection system flow issues, electrical problems with lift station pumps, and lift station pump controls.
Performs project management and oversight of subcontractors for lift station rehabs.
Compiles material lists and budget costs of pipe, valves, fitting, and pumps when required.
Provides capital budget requests and proposals with supporting documentation to management for presentation to upper management and RU Board members.
Enters maintenance and capital work orders into Cayenta.
Provides input to the Chief Engineer to aid in the creation of long-range goals for the Water/Wastewater system operation.
Reviews and interprets data to plan for system improvements.
Allocates engineering resources to ensure projects are completed in an accurate and efficient manner.
Works with the Water/Wastewater Operations Department to ensure engineering designs and techniques are feasible.
Meets regularly with the Chief Engineer to discuss projects, goals, and the status of the Engineering Department.
Meets with other utilities as required to review construction plans, ROW issues and any other activities.
Works directly with the Safety Superintendent to develop safe work practices and procedures.


Other Functions

Attends professional and industry meetings and functions as required.

Provides after-hours support for emergencies and outages.
Works with the Water/Wastewater operations to prioritize and allocate resources to resolve major issues.
Assists other departments as requested or required.
Performs other related duties as required/assigned.

KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of Water/Wastewater transmission and distribution systems.
Knowledge of Riviera’s Board Policies, Rules, and Regulations.
Knowledge of methods and techniques used in the design, construction, installation, testing, maintenance and operation of public water and sewer facilities.
Knowledge of hydraulic design and computer hydraulic modeling of gravity collection systems, pressure conveyance systems, pumps, etc.
Knowledge of materials used for construction of water and sewer infrastructure and related industry standards (i.e., potable water pipe standards, pipe size and pressure class designations, types of joint construction, joint restraint options, etc.).
Knowledge of personnel management concepts such as leadership, motivation, communication, performance management, evaluation, goal setting, strategy development, and ethics.
Knowledge of leadership principles and practices such as: authenticity, integrity, humility, motivation, communication, service, influence, recognition, collaboration, and innovation.
Knowledge of management principles involved in strategic planning, resource allocation, production methods, and coordination of people and resources.
Computer skills with application knowledge of spreadsheets, word processing software, CAD software such as AutoCAD, GIS mapping software such as ESRI ArcGIS Suite, and computer hydraulic modeling software such as Bentley WaterCAD.
Ability to use algebraic formulas, trigonometry, exponents, logarithms, quadratic equations, and statistical mathematics to accomplish engineering and design tasks.
Ability to apply mathematical operations to such tasks as frequency distribution, determination of test reliability and validity, analysis of variance, correlation techniques, sampling theory, and factor analysis.
Ability to apply advanced engineering concepts such as load flow, voltage drop, system protection and structure loading calculations.
Ability to analyze/evaluate/examine data, establish facts, and draw valid conclusions to problem solve, make decisions, and present recommendations for action.
Ability to interpret and communicate engineering plans and specifications, applicable codes requirements, government regulations, and legal descriptions of property.
Ability to communicate in writing such as reports, business correspondence, and procedure manuals with proper format, punctuation, spelling, and grammar using all parts of speech.
Ability to communicate verbally with various kinds of people in person, by phone, and in presentation environments. Includes the ability to speak effectively to present information and respond to questions from groups of managers, employees, customers and the public with poise, voice control, and confidence using correct English and a well-modulated voice.

PHYSICAL DEMANDS

The work is medium: exerting up to fifty pounds of force occasionally, and/or up to thirty pounds of force frequently, and/or up to ten pounds of force constantly to move objects. Additionally, the following required physical abilities:

WORK ENVIRONMENT

The work environment is in an office, with some fieldwork. Field environments may include:

Exposure to dust, grease, smoke, fumes, gases, potentially hazardous chemicals, and inclement weather conditions
Exposure to treated drinking water and untreated surface water, storm water runoff and ground water.
Exposure to municipal wastewater includes, but not limited to, feces, urine, grease, oil, wastewater sludge and noxious odors.
Exposure to insects including, but not limited to, mosquitos, roaches, midges, flies, worms, and ants.
Working around traffic and heavy equipment
Entry of enclosed spaces including, but not limited to, utility holes, clear wells, and lift stations.
