# Job Summary

The Optimization Engineer II is a key technical contact responsible for the ongoing management of business processes related to production accounting (mass/energy balance), forecasting & scheduling and leveraging this information to drive operational excellence in the facility. The role will support the development and continuous improvement of performance tracking tools, high level KPIs, facility capacity curves, and lost production accounting. This position will interface internally with the Operations, Engineering, Maintenance, Commercial, Regulatory, and Legal departments and collaborate across different departments to establish the optimal outcomes by ensuring consistency and operational excellence across all sites.

The Optimization Engineer II reports directly to the Production Planning Supervisor. They are also expected to have a familiarity with natural gas treatment, NGL extraction, and liquefaction technology while also having an ability to perform data analysis. In addition, it is preferable that the candidate has familiarity with process safety management and process safety methodologies including HAZOP, LOPA, and other forms of PHA studies and risk management tools to support decision making and prioritization.


Location/Travel Information

This position is based at the Quintana LQF Terminal or Oyster Creek PTF site with occasional travel to off-site locations as required. This position requires the incumbent to hold a valid, unexpired driver license at all times in order to perform the essential functions of the job.

# Responsibilities/Essential Functions

- Preparation forecasting models for the Annual Delivery Program (ADP) and short-term forecasting.

- Perform production accounting duties by understanding the data inputs, calculation methodologies, reconciliation processes, and sources of error in Energy Balance.

- Implement and report production performance summaries that details total output, capacity utilization, reliability, efficiency, and lost production quantities.

- Track and monitor the top constraints of the facility through scorecards and quantify their impact to optimize the end-to-end LNG value chain.

- Participate in panel walks, maintenance meetings, and build relationships with appropriate personnel to identify and stay informed on production threats/opportunities.

- Participate in the communication strategy that ensures the appropriate information is available to Commercial Operations to meet our customer and business needs with the buy-in from Operations and Engineering.

- Perform ad-hoc analysis as needed to support efforts that are internal or external to the department – from capacity inputs in short-term forecasting to developing business cases for engineering projects.

- Monitor the ordering and delivery of refrigerants needed to operate the facility and perform historical lookbacks to develop forecasts for budgeting purposes.

- Participate in Process Hazards Analysis (PHA) and Hazard and Operability Reviews (HAZOP), Pre-Startup Safety Reviews (PSSRs), Management of Change (MOC) process and incident investigations as needed.

- Additional tasks and duties as assigned by the Production Planning Supervisor or as business demands necessitate.


# Minimum Qualification/Work Experience


Minimum Education Required: Bachelor’s Degree in Engineering.

Minimum Experience Required: 3+ years’ of industry refining/chemical processing experience

Preferred Education: Bachelor’s Degree in industrial, chemical, or mechanical engineering.

Preferred Experience: Engineering experience with an emphasis in plant optimization, planning, and forecasting.


5+ years’ of industry refining/chemical processing experience


# Required Knowledge/Skills/Abilities

- Capable of developing forecasts and production accounting.

- An understanding of data handling, processing, and compilation with the ability to summarize and visualize results.

- Analytical skills and active learner with the ability to think logically and continuously seek improvements to existing processes.

- Experience with software including Windows and MS office products and capable of handling large datasets in Excel and/or other data processing tools (e.g. Python).

- Excellent planning and organizational skills and able to evaluate and prioritize multiple tasks to ensure alignment with plant goals.

- Able to effectively collaborate and work with all levels of the organization including operations, technical, plant management, contractors, vendors.

- Experience in reading and understanding P&ID, PFD, I&E drawings, and vendor supplied equipment data sheets.

- Ability to work under pressure in a rapidly changing environment.

- Good written/verbal technical communication skills.

Ensure that HSE concerns are given priority in all activities completed within their area of responsibility. Implement routine inspections to ensure safe operating conditions.

- Visual acuity corrected to perform job functions. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and ability to adjust focus.

- While performing the duties of this role, the incumbent will be required to talk and hear.

- May be required to enter confined spaces.

- May be required to work at elevated heights.
