Job Description:

This is a senior professional position responsible for the complete physical layout, civil/structural analysis, and detailed design of high voltage electrical substations. Assignments will include the coordination and development of procedures, calculations, construction drawings, contracts, technical specifications, design standards, as well as the implementation of those designs for the construction of substation facilities. The successful candidate will possess a mastery of engineering principles and practices, and the ability to apply that knowledge and experience to all aspects of project scope, budget, schedule, customer service, risk analysis, resource utilization, and construction.


Note:

There is one position available and the position will be filled at one of four job grade levels: Engineer (Civil/Structural Substations) I, job grade 7; Engineer (Civil/Structural Substations) II, job grade 8, Engineer (Civil/Structural Substations) III, job grade 9; or Senior Engineer (Civil/Structural Substations), job grade 10. This decision will be based on the qualifications and experience of the candidate selected, and Tri-State business needs at the time of hire.

Senior Engineer (Civil/Structural Substations)


Hiring Salary Range: $106,000-135,000


Engineer III (Civil/Structural Substations)


Hiring Salary Range: $96,000-$121,000


Engineer II (Civil/Structural Substations)


Hiring Salary Range: $86,000-$108,000


Engineer I (Civil/Structural Substations)


Hiring Salary Range: $77,000-$96,000

Actual compensation offer to candidate may vary outside of the posted hiring salary range based upon work experience, education, and/or skill level.


Responsibilities:

- Act as technical liaison with Tri-State’s membership, other utilities, and governmental agencies regarding the integrated transmission system.

- Coordinate with Transmission Operations and Maintenance personnel to assist in the development of operations and maintenance procedures that resolve conflict and achieve a common understanding of the process.

- Participate in the development of short, mid, and long-range transmission systems plans.

- Provide project management in planning, scheduling, budgeting, coordinating, and monitoring of system/facility design, construction and installation/testing activities.

- Develop and maintain standards and procedures for civil engineering design and installation requirements for substations, transmission lines, communications, and other company facilities.

- Establish, coordinate, and participate in the design, specification, preparation, construction, installation, testing, and evaluation of all civil/structural aspects of substations, transmission lines, communications, and other company facilities.

- Perform/coordinate civil/structural engineering analyses and detailed design for substation facilities.

- Write/develop/coordinate construction contracts, material/design standards, and technical specifications.

- Develop/coordinate drawing packages for bidding, construction, and record purposes.

- Lead construction activities with technical support, creative solutions, new technology, and timely review of monthly billing and/or change order requests.

- Self-motivation capable of working independently, or in a design team, toward the timely completion of assigned projects.

- Effective verbal and written communication including technical writing skills.

- Develop/communicate/coordinate project scope, budget, and schedules.

- Lead others in civil/structural design requirements for substation facilities.

- Lead/conduct design review meetings for projects assigned.

- Provide guidance on the selection of consulting firms and coordinate/review/approve their design activities.

- Provide guidance on the selection of construction contractors.

- Serve as contact with field crews and project management on advanced and highly complex projects.

- Assist in the preparation and administration of the annual budget.

- Lead the development of computer programs for engineering design.

- Prepare property records, reports, and special projects, as required.

- Leverage your talents and direct the work for others, as required.

- Assist with training of personnel.

- Adhere to company policies, programs and procedures as well as Critical Infrastructure Protection (CIP), Western Electricity Coordinating Council (WECC), Federal Energy Regulatory Commission (FERC), North American Electric Corporation (NERC), and Midwest Reliability Organization (MRO) standards and Equal Employment Opportunity (EEO) laws and regulations.

- Safety: Maintain safety awareness and comply with all safety policies, practices, and procedures to assure a safe working environment. Properly wear and care for applicable safety gear and equipment. Identify and communicate unsafe conditions to supervisor, coworkers, and the Safety functional area and correct or assist in resolving safety concerns and issues. Must understand and comply with the Clearance Procedure as applicable.

Qualifications:


Education and Training

- Bachelor's degree in Civil or Structural Engineering or related engineering discipline.


Knowledge, Skills, and Ability:

- Extensive knowledge of civil/structural design of transmission line and/or substations through 345 kV.

- Extensive knowledge of engineering principles and practices relating to civil engineering, including computer program applications.

- Extensive knowledge of field techniques for constructing substations, including a working understanding of protection and control, SCADA, and communications.

- Extensive knowledge of government regulations and industry standards affecting electric utilities.

- Ability to communicate effectively, both verbal and written.

- Extensive knowledge of safety policies and procedures.

- Ability to maintain effective working relationships.

- Ability to direct the work of others.


Experience:

- Eight (8) years progressive experience in Civil/Structural design, and/or construction management of electric utility related projects. This should include some limited time and experience in the planning, maintenance, and/or operation areas of an integrated electrical utility.

- Those with less experience will be hired at the I, II, or III level as appropriate.


Other:

- Registration as a Professional Engineer in Colorado or eligible for Colorado Registration by reciprocity is required for the Senior level.

- Willingness to travel as required. (Must possess a valid driver’s license.)

- Must be able to demonstrate that he/she can perform all of the essential functions of the position.


DESIRED JOB QUALIFICATIONS

- Project Management experience and/or Registration as a Project Management Professional through Project Management Institute.

- Construction, Maintenance, and/or operational experience in the electric utility industry.

- Leadership role in a professional and/or industry organization (i.e. ASCE, IEEE, NESC, etc.).
