Position Description

Tacoma Power is looking for a Energy Program Manager to join their Power Management team. The primary responsibility of this position is to implement and monitor residential energy efficient programs. This position plays an essential part in Tacoma Power's portfolio of energy management efforts and goals. The portfolio has historically been predominantly comprised of energy efficiency programs; however, it is evolving and expanding to include distributed energy resources such as demand response, distributed generation, as well as transportation and building electrification.

The Program Manager performs a variety of advanced program management duties in various functional areas and may supervise or manage assigned staff. This position is the lead for several energy management residential programs including behavior programs, custom conservation projects and demand response programs. This position will apply advanced building science knowledge and energy management experience to manage third party vendors, work with contractors, property owners/managers, retailers, and manufacturers; each with their own distinct business models. The program manager participates in the program design and oversees the program implementation process, leads cross functional teams, approves projects, authorizes payments and manages trade ally relationships. This position ensures the data collected meets the requirements of State and Federal law, and provides necessary documentation when audits are conducted by State and Federal agencies. The savings acquired by this position is key to achieving Tacoma Power's energy conservation goals and meeting the requirements of Washington’s Energy Independence Act.


Responsibilities Include

Responsible for developing and executing strategic program implementation plans for energy management residential programs.
Work independently and in teams, across channels, sectors and departments, to implement the programs to meet the objectives and goals identified in the Conservation Plan and section initiatives.
Identify specific tasks to be completed, assign roles, develop timelines, and present plans to supervisor and residential manager for approval.
Oversee the plans from implementation to completion; ensure critical milestones are met, develop processes and procedures, and conduct assessments throughout the implementation stage and modify the process as needed.
Contribute heavily to program design & development with a focus on enhancing customer experience, implementing continuous process improvements, and minimizing evaluation risk.
Expand residential programs to include new technologies and measures.
Work with regional partners to coordinate program activity and requirements.
Responsible for the oversight of associated program budgets.
Manage associated program vendor contracts.
Consult with legal to create and finalize program forms, RFQs, and contractor agreements.
Oversee performance of program vendors and track KPIs.
Communicate with vendors, customers, contractors, staff, and supervisor to resolve program, reporting and product issues.
Work with program planning and operations team to ensure required data is captured to meet Federal and State I-937 audit requirements.
Assist Customer Energy Solutions team to write and review RFQs.


Qualifications


Minimum Education*

Bachelor's degree in engineering, construction management, project management or directly related field


Minimum Experience*

4 years of experience in energy conservation or energy efficiency programs

Equivalency: 1 year of experience = 1 year of education


Licensing, Certifications And Other Requirements


Washington State Driver's License
