The Electric System Superintendent is responsible for overseeing the technical and administrative operations of Fort Pierce Utilities Authority’s (FPUA) 24/7 electric system. This position ensures the safe, efficient, and reliable operation, construction, and maintenance of the electric system. Reports directly to the Director of Gas and Electric Systems.
(NOTE: There are also secondary functions, which the employee will be required to perform.)
Provide leadership, guidance and direction to transmission & distribution, and electric operation leads, including professional development and fostering a positive and productive working environment.
Oversee real-time system operations, including SCADA monitoring, safe switching practices, and service restoration, ensuring stability, security, and reliability during both normal and abnormal conditions.
Prepare and manage the annual Personnel, Operations & Maintenance (O&M), and Capital Budgets, as well as the projected five-year Capital Improvement Plan for the department.
Collaborate with engineering personnel and consultants on new facilities, systems, technologies, and technical issues such as system stability and load flows.
Direct investigations of the power system’s condition, configuration, and performance to ensure orderly and reliable operation.
Develop and oversee maintenance programs, construction procedures, and service restoration efforts.
Ensure compliance with all applicable standards and regulations, including those set by NERC (North American Electric Reliability Corporation), FRCC (Florida Reliability Coordinating Council), and FPUA.
Monitor local, state and federal regulations regarding changes in procedures or personnel required to maintain regulatory compliance.
Coordinate closely with Electric Engineering to ensure GIS data, circuit diagrams, and underground schematics are accurate and up to date.
Supervise investigations to resolve damage claims related to FPUA’s electric system.
Review and approve departmental expenditures for materials, services, and contract labor.
Develop staffing, succession planning, and training programs to meet current and future needs of the department.
Assist in recruiting and evaluating of personnel, ensuring compliance with organizational performance standards.
Communicate effectively (both verbally and in writing) with customers, employees, contractors, government agencies, and the public.
Prepare FPUA Board agenda requests, attend meetings and present to the board, as needed.
Respond to emergencies, assuming personal responsibility for remedial measures in situations involving unusual difficulty or danger.
Perform other related duties as assigned.
Graduation from an accredited college or university with a degree in business administration, engineering, or a related field. Seven (7) years of combined progressive experience in construction, operation, and maintenance of electric utility transmission and distribution systems. Seven (7) years of recent supervisory experience in the electric utility field with proven leadership and organizational abilities. Possession of a NERC System Operator–Transmission Certification or ability to obtain within twelve (12) months of employment (or within six (6) months upon designation as a Transmission Operator). Advanced proficiency in Microsoft Office Suite or related software.

Considerable knowledge of construction and service contract processes, including contract administration for utility maintenance or replacement.
Ability to read and interpret blueprints, diagrams, specifications, and maps.
Proficiency in calculating, monitoring, and reporting electric system reliability metrics.
Strong skills in estimating materials and labor needs for installations and repairs.
Ability to quickly understand, interpret, and accurately brief oral and written instructions on moderately complex matters.
Ability to correctly interpret and administer policies, rules, and regulations, and make decisions accordingly.
