Working with Distribution Engineering, the Engineer will perform detailed electrical distribution system design, including, but not limited to the following:(a) Application of SaskPower overhead and underground construction standards and engineering practices.(b) Preparation of construction estimates and construction packages.(c) Feeder coordination studies.(d) Preparation of construction and tender documents.(e) Environmental and archaeological screening of projects to identify the potential environmental sensitivities, permit requirements and potential mitigation that will be required prior to, and during construction.(f) Project management.(g) Hydrovac, daylighting, and surveying. The Engineer shall procure the resources necessary for any hydrovacing, daylighting and/or surveying requirements from a preapproved SaskPower list of resources. The Engineer shall also manage these resources. Hydrovac, daylighting, and surveying involves excavating existing services in an urban setting using a hydrovac so they can be surveyed. The survey information is then used as input to the Engineer’s design.(h) Field expediting.(i) Line routing site visits.(j) Duct bank construction supervision.(k) Construction Support.(l) Soil condition testing (ground engineering).(m) File Management (obtaining permissions). Example work includes securing land rights and permits for construction projects, communicating with municipal organizations, performing land title searches to prepare easements, managing and prioritizing construction files to ensure customer and maintenance requirements are met, and coordinating Land Agent activities. This may also include applying for, processing, and working within the obligations of any third-party crossings required to construct the facilities covered by a Scope of Services.
The Engineer must have an engineer with the ability to gain, prior to starting work, a current Certificate of Authorization from the Association of Professional Engineers & Geoscientists of Saskatchewan (APEGS), which must remain in full force during the term of the Contract. The Engineer’s key resources must have the following:(a) registered with APEGS as a Professional Engineer (PEng);(b) minimum of 7 years of experience in distribution line design, as well as engineering, procurement and construction management of distribution lines and assets;(c) minimum of 5 years of experience in project management;(d) familiar with usual issues and constraints pertaining to distribution line projects in Canada;(e) in-depth understanding of various distribution line configurations, selection of various structures and associated foundation requirements;(f) good understanding of cost estimation of various distribution line assets;(g) administrative person to complete duties to support the technical Services. Example duties include ensuring proper allocation of charges on timesheets and travel expenses, and processing accounts payable invoices;(h) valid Saskatchewan Class 5 driver’s licence or equivalent; and(i) good command of the English language, both written and verbal.
