Position Summary

The Director, Water Transmission & Supply is responsible for the operation, planning, coordinating, and supervising the activities of the water transmission system. The Director will assist the Vice President, Water Operations in the operational activities of the Water Operations Department: supervising the operational functions of the Water Systems Control Center and the Systems Controllers' water-related operations; coordinating water system control activities with other areas of the company; and serving as staff engineer to the Water Operations Department.


Education

• Required - Bachelor's Degree in Civil or Mechanical Engineering, or a related field.


Minimum Requirements

• Required - Minimum of 5 years of experience in Water Operations, engineering experience related to a large water distribution system, water treatment or water distribution system operating experience and

• Preferred - Minimum of 3 years of direct or indirect leadership experience in a supervisory position and

• Preferred - Experience with control systems/SCADA systems, ArcGIS, computerized maintenance management systems, asset management, water loss measurement/prevention, and hydraulic modeling software


Licenses, Certifications and/or Testing

• Required - Professional Engineer (PE) License in the State of Nebraska Upon Hire and

• Required - Have and maintain a valid driver’s license Upon Hire and

• Required - State of Nebraska Grade IV (4) Water Operator License Upon Hire and

• Required - State of Nebraska Grade III (3) Water Operators License within 180 days and

• Required - State of Nebraska Grade I (1) Water Operator License within 1-1/2 Yrs and

• Required - Pre-employment Background Check & Drug Screen Upon Hire and


Knowledge, Skills and Abilities

• Proficiency with personal computers, tablets, and/or other electronic devices to include familiarity with, but not limited to, Microsoft Office Suite (Excel, Outlook, Word) and enterprise wide software (e.g., SAP). (Intermediate proficiency)

• Ability to learn new or upgraded computer software as required

• Efficient written and verbal communication skills, in English, to assist internal and external customers, co-workers and management professionally, regardless of provocation.


Essential Functions

• Oversee the daily operation of the Water System Control. Maintain adequate pressures and manage water age to comply with Safe Drinking Water Act requirements for protecting and maintaining the quality of our public water supply.

• Shared responsibility with the Director, Energy Acquisitions on developing goals, providing input related to performance appraisals, discipline, and 1 on 1 meetings for System Controllers. Additionally, this position will have involvement in the hiring process for new System Controllers.

• Provide day-to-day operations oversight and redirection of systems control staff with emphasis on meeting target levels of water service and optimization.

• Coordinate with Information Technologies Services (ITS) on maintaining and enhancing the Supervisory Control and Data Acquisition (SCADA) System. Work with ITS and Central Maintenance on modifications to the SCADA HMI communication and field devices or oversee large-scale modifications performed by contractors.

• Compile, consolidate, and review production and pumpage data and records, and recommending plans or programs to optimize the Water Operations Department facilities or operations.

• Serve as the liaison between the District Water Operations team and Omaha Public Power District (OPPD).

• Serve as the liaison between the activities of the Water System Control Center and other divisions of Water Operations and other departments.

• Analyze Systems Control staffing/job functions model, including review of combined gas and water controllers, needs for additional positions, and QA/QC for water operations.

• Manage and optimize the District’s energy consumption for the water system.

• Manage and supervise the District’s sustainability program for the water system.


• Develop Water Distribution Asset Management Plan.

• Support the District’s Risk Model, representing Water Operations.


• Develop Systems Controllers Training Program.

• Provide staff engineering assistance to the Water Operations and Engineering Departments, relative to the design, specification, selection, operation, and maintenance of plant facilities and equipment.

• Compile and maintain basic data pertinent to the existing and potential sources of water supply.

• Develop production, storage, and pumping strategies to always ensure adequate water supplies to all service areas and in the most economical and efficient manners.

• Monitor all facility and transmission pipeline related maintenance activities to ensure the adequacy of water supply and system integrity using all available information including the System Water Model. Recommend scheduling changes if needed.

• Track and approve the operations of transmission valves.


• Provide maintenance scheduling for transmission valves.

• Manage and supervise the District’s leak detection program, coordination with the Water Distribution and Infrastructure Integrity divisions.

• Analyze and monitor threats to water system operations. Make recommendations to mitigate potential threats to minimize risk of system-wide water loss.

• Develop and Produce the Water Operations Annual Statistical Report.

• Understand and follow the District’s Fatigue Plan. When Director of Energy Acquisitions is unavailable, assume responsibility of implementation and compliance of Systems Controllers on Fatigue plan. Must be able to review and document Systems Controllers schedule for deviations for compliance with DOT requirements. Must also maintain annual training required per the Fatigue Plan.

• Serve on industry, professional, and service organizations.

• Keep informed on regulatory matters, advancement, and trends within the water industry, and make recommendations to the Vice President, Water Operations.

• Coordinate the District’s mutual aid effort for Water Operations.

• Serve as one of the Division Heads on the Water Operations team investigating and solving various treatment and operational problems.

• Develop talent: coach and mentor employees; support employee growth and development through leadership opportunities and professional development.

• Provide employees feedback through completion of performance appraisals and employee one-on-one meetings.

• Manage employee unacceptable behavior, poor work performance or policy violations, including the use of discipline when appropriate.

• Maintain financial oversight of budget or works with financial responsibility in mind.

• Plan for attrition through awareness of separation risks, cross-training, employee development and succession planning.

• On call 24 hours a day 7 days a week.


• Promote good customer and public relations.

• Carry out a variety of assignments of an administrative nature for the Vice President, Water Operations.

• Act as department vice president in the absence of the Vice President, Water Operations as needed.

• Fulfill responsibilities common to all Supervisory, Professional, and Administrative positions.

Physical and Environmental Requirements

Combination: Work may be performed in an office setting amid normal conditions of dust, odors, fumes, office lighting and noises, but field/plant visits are required.
