Summary
Accountable for the daily management and coordination of NYPA’s overall operations, including overseeing, monitoring, and evaluating the operational performance; directing the preparation of operating budgets and proposals for capital expenditure and investments in infrastructure, technology, equipment, systems, or other assets and resources; analyzing and approving operational investments that best meet the organization's business needs.
Program Controls is responsible for the direction and integration of project and program governance across NYPA’s Operations Business Unit, including Capital and Maintenance programs. Supports the organization’s approach to full life cycle project delivery, ensuring strategic alignment with organizational objectives and the efficient, consistent, and successful delivery of all work programs.
Responsibilities
•Understand the overall strategy of the business and facilitate the implementation of investments to realize organizational values and goals – ultimately delivering the “vision” of the Utility Operations Department.
•Direct, plan and successfully deliver the short- and long-range project implementation portfolios, consistent with asset, organizational, and corporate strategy plans and performance targets.
•Direct, control and assure project/portfolio financial authorization processes across project lifecycle development stages.
•Direct analytical and functional support in the areas of investment planning and resource development.
•Manage and communicate portfolio change management and risk mitigation across all associated business units.
•Provide comprehensive, reliable data analysis and strategic information for Operations Senior Leadership
•Ensure creation and maintenance of a 10-year portfolio plan.
•Support the adherence to the appropriate governance functions relating to the portfolio and in accordance with the applicable portfolio and project governance guidelines, policies and practices.
•Responsible for portfolio alignment with organizational asset investment strategies, financial targets, and corporate metrics. Ensure yearly budget is completed for the portfolio. Responsible for overall portfolio control, related to emergent or unplanned projects, deferral of work, revisions to forecasts, etc.
•Manage the program controls team including performance reviews, salary administration, succession planning and resource balancing. Lead portfolio review sessions with key stakeholders for the purposes of reviewing cost and schedule variance and forecast values.
•Accountable for ensuring tracking of project commitments to ensure projects remain within fiduciary constraints.
•Responsible for resource planning of, and acts as main point of contact for, outsourced Project Controls personnel and reports.

Education, Experience and Certifications
•Bachelor’s Degree (B.A/B.S) in Management, Engineering or related field.
•Advanced specialty degree or Master of Business Administration (MBA) degree.
•Minimum 7 years of work experience in related field.
•Minimum 5 years’ experience working within a Project Management/Controls environment.
•Minimum 3 years of experience managing employees / leading a team.
•Project Management Professional (PMP), AACE, or similar certification, preferred.

The salary offered will be determined based on the successful candidates’ relevant experience, knowledge, skills, and abilities.
