Trans Mountain Corporation operates Canada’s only pipeline system transporting oil products to the West Coast. We deliver approximately 890,000 barrels of petroleum products each day through a dual pipeline system of more than 1,150 kilometres of pipeline in Alberta, British Columbia and Washington state.

Reporting to the Vice President, Regulatory, Land & Permits, this position will be accountable for all aspects related to the land and relevant permitting activities for Trans Mountain (TM). This role is responsible for managing and maintaining all lands for the company’s existing footprint and acquiring access to land as required by our internal clients, to support all programs such as integrity and environment.

The role will also support Major Projects managing and delivering all land and permitting requirements. The Director will be the interface between Trans Mountain’s executive and external stakeholders, including government agencies, industry, local municipalities, Indigenous communities and landowners, and will represent Land internally with our internal clients and stakeholders. Relationship management is a key accountability of the role.

This position is based in our Calgary Head Office and is a full-time

in office

position (not remote).

Key Responsibilities

Leads the development of the land and permitting strategy, tactics and execution plans for TM, which includes fulfilling the primary role of department spokesperson.
Develops land acquisition policy and execution plans for TM, which includes the acquisition of all rights of way, temporary workspace, Crown tenures, road use and crossing agreements, temporary infrastructure sites, and any other required agreements in support of operations and capital projects.
Responsible for management of land related regulatory processes and requirements including the Canada Energy Regulator (CER) right of the entry process.
Responsible for all other project permits required from provincial and municipal agencies, including from the BC Ministry of Transportation and Transit (MoTT), BC Ministry of Forests, Lands, Natural Resources Operations (FLNRO), BC Energy Regulator (BCER), Water, Land and Resource Stewardship (WLRS), Ministry of Environment (MoE), Ministry of Citizen Services, BC Parks, AB Transportation, and AB Environment and Sustainable Resource Development (ESRD).
Responsible for the development of strategies and plans for landowner consultation, crown land user consultation, acquisition of requisite land agreements including damage releases to support the resolution of final clean-up and damages following pipeline maintenance activities and project related construction, including post-construction land claims.
Directs the development and preparation of the land and permitting components of the CER facilities applications, with the support of Engineering, Marine, Environment, Regulatory, Indigenous engagement, Stakeholder and Government Relations teams.
Manages external resources contracted to perform land and permitting programs, including developing contracts, scopes of work, and work packages, monitors contract deliverables and provides budget oversight and reporting.
Provides oversight and direction to the Land department and all contract resources, employee performance management, and oversees department reporting, objectives development and tracking, and budget management.


Qualifications And Professional Experience

Post-secondary degree in Business or certificate in Land Management, or equivalent.
Ten (10) to fifteen (15) years of land and permitting experience, with a minimum of 5+ years’ operating in a leadership capacity and overseeing a Land function.
Experience leading complex negotiations, understanding of land use, municipal zoning, agricultural practices and crop valuation.
Strong understanding of pipeline operations and the land function.
Experience dealing with a diverse group of landowners.
Clear understanding of regulatory requirements and processes including land acquisition, notification and hearing processes.
Experience working with a multi-disciplinary team of project professionals, including Engineering, Environment, Indigenous engagement, and Communications team.
Experience working with Indigenous communities, particularly with respect to land issues.
Demonstrated ability to be a senior leader and polished coach, overseeing employees at various levels of professional experience.
Strong organizational, time management, and leadership/people management skills with experience managing multiple, diverse projects and tight deadlines autonomously, while maintaining high-quality work across the team.
Excellent verbal and written communication skills.
Strong interpersonal skills and an ability to navigate and facilitate difficult conversations effectively.
Ability to attend to detail and work efficiently in a high-paced, multi-task environment.
Extremely responsive and able to work in constantly changing circumstances, comfortable with uncertainty.
Capable of delivering high volumes of work under challenging circumstances.
Occasional travel will be required to support business operations.
