The Deputy Director, Production performs supervisory management work as the principal assistant to the Director, Production. Responsibilities include planning, directing, coordinating, and supervising the operation and maintenance of water filtration plants, water resource recovery facilities, and associated support facilities. In addition, this role works on-call 24/7 days a week to respond and direct response efforts to water and wastewater incidents.
- Assists Director, Production in planning, directing, and administering water and wastewater services, including operation and maintenance of the plants, plant alterations and expansions, water and wastewater pumping stations, water storage facilities and dams
- Supervises employees including selecting or recommending selection, training, assigning and evaluating work, counseling, disciplining, and/or termination or recommending termination
- Assists in the development, tracking and implementation of department business plans, departmental action items, and overseeing the Production Department’s emergency response plans
- Coordinates the management of department-wide contracts
- Establishes policies, procedures and methods for programs, as well as directs and inspects the work of employees engaged in these areas
- Prepares the department office budget and coordinates the preparation of the entire department budget
- Assists with studies of water and wastewater costs and initiates change as appropriate
- Reviews operating data for each facility to determine effectiveness of operations
- Assists with monitoring WSSC Water’s compliance with federal, state and local regulations concerning drinking water quality, wastewater discharge, air quality and biosolids management
- Plays an active role in internal security issues and may represent WSSC Water regarding security related issues with outside agencies
- Assists with monitoring water quality concerns to ensure effective customer service response
- Drives a vehicle to conduct WSSC Water business
- Acts as the Director, Production in his/her absence or at his/her request
- Performs other related duties as required
- Comprehensive knowledge of the principles and practices of the design, construction, operations and maintenance of water and /or wastewater systems
- Thorough knowledge of business administration as applied to the operations of water and/or wastewater facilities
- Strong knowledge of electrical and mechanical maintenance
- Ability to effectively plan and implement various management and support programs and initiatives
- Ability to advise and build consensus with personnel engaged in water production and distribution, wastewater treatment, laboratory operations, and flood control activities
- Ability to establish and maintain effective working relationships with officials, employees and the general public
- Ability to keep records and to prepare clear, concise reports of water and wastewater operations
- Bachelor’s degree
- 10+ years experience in water and/or wastewater utility systems operations - 5+ years management experience
