PetroChina Canada is recruiting for a Cost Control Specialist to join the Strategy & Planning Team in Calgary.
Reporting to the Director, Strategy and Planning, the Cost Control Specialist will ensure all financial & technical accountabilities and responsibilities for PCC’s assets are met while supporting projects through proactive analysis of time and cost data across Contracts and Purchase Orders. The role also assists in Scope of Work (SOW) preparation, involving developing, reviewing, and validating baseline cost budgets, tracking commitments and expenditures, and providing accurate forecasts to maintain budget control and cost efficiency.
Accountabilities
The accountabilities of this position include, but are not limited to:
•Provide project control support (schedule and cost) by monitoring project activities from a scope, cost and schedule perspective and identify potential issues, risk and trends in a timely manner
•Lead and prepare monthly cost and progress reports and present the results to management
•Provide technical support to and work with assets to prepare project budgets with a focus on cost estimates including detailed engineering, material price fluctuation, and execution
•Lead the monitoring, reviewing and analysis of all cost and status of all phases of the project, including the analysis of any deviations and corrective actions
•Identify cost trends, schedule impacts, and cost-saving opportunities
•Provide solutions and recommendations to address or mitigate cost risks (e.g., delays, inflation, supplier issues)
•Keep schedule and budget information up to date
•Support the Director, Strategy & Planning in development of Project Controls standards and procedures
Qualifications:
•Undergraduate degree in Engineering, or related field, from a recognized post-secondary institution
•10-15 years of experience in an engineering or cost control capacity
•Undergraduate degree in Engineering or related degree
•Professional Engineer designation (P.Eng) and/or Project Management Professional credential (PMP) is preferred
•Specific knowledge and experience in scheduling and cost process and issues related to upstream oil & gas and pipelines
•Experience working as a Drilling & Completions Engineer, Facilities Engineer or Process Engineer would be an asset
•Experience in verifying terms and conditions in purchase orders and contracts is required
•Previous experience working with vendors and suppliers
•Possess rich, hands-on experience in project scheduling, cost estimating, budgeting, as well as upstream supply chain management
•Strong interpersonal skills, ability to work well with diverse work force
•Capable of handling pressure and challenges in a dynamic business environment
•Strong analytical, critical thinking, problem-solving skills, and a high degree of accuracy and attention to detail
•Experience in development of procedures and audit participation is an asset
•Ability to work independently and liaise with all levels of the organization
•Ability to travel to site as required
