BASE PAY RATE:               $77,500.80 PER YEAR

JOB SUMMARY: Responsible for first-line management of the corrosion control program and cathodic protection system.

Incumbents in this position will be held to the District’s Gold Standard for Customer Service.


ESSENTIAL FUNCTIONS AND RESPONSIBILITIES:

1. Assures that any technical, compliance or safety issues identified by the technicians/contractors are being addressed and reported to the System Engineering Manager.

2. Establishes and measures workgroup goals and performance as well as individual performance.

3. Responsible for supervising direct reports and providing technical and program direction to corrosion control employees within a geographic area.

4. Develop the work group's annual operating expense and capital project/tool budgets.

5. Conduct personnel reviews and oversee career planning and employee development for direct reports in the work group.

6. Conducts personnel interviews and is involved in hiring and promotional opportunity decisions for direct reports.

7. Provides technical expertise, training, qualification evaluations and continuous guidance to Corrosion Technicians.

8. Provides technical expertise and guidance to Operations and Engineering for designing, implementing, monitoring and troubleshooting the corrosion control/cathodic protection assets.

9. Keeps abreast of state-of-the-art equipment and innovations being developed for the hazardous liquids and natural gas pipeline industry to improve performance and safety. Recommends testing, evaluation and implementation when appropriate. Can set up tests and trials and present results convincingly. Examples include data acquisition equipment, detection and mitigation of microbiological-influenced corrosion and pipeline coatings.

10. Participates in accident investigations and failure analysis on pipeline facilities, including making recommendations to prevent the reoccurrence of failures.

11. Responsible for QA/QC of pipe inspection reports and pipeline condition assessments performed by area Corrosion Technicians

12. Other miscellaneous job-related duties as assigned.

EDUCATION AND EXPERIENCE:


HS Diploma plus,

Eight+ years in corrosion related positions in the oil/gas industry of which at least three should be in a supervisory role, plus

An additional two years of experience is required in lieu of a formal degree, plus


NACE CP Level IV certification preferred

HS Diploma + 10 years of experience – or

Associates Degree plus five to nine years of experience – or

Bachelor’s Degree plus two to five years of experience – or

Master’s Degree plus zero to two years of experience.


ESSENTIAL COMPETENCIES:

1. Extensive knowledge of PHMSA as regulated by 49CFR Part 191, 192, 193 and 195; Florida PSC Safety Rules (Chapter 25-12); Florida One Call Law (Chapter 556). Ability to resolve regulatory complaints or concerns.

2. Expert qualifications and experience in the following subjects and/or tasks related to the corrosion control field:

4. Integrity Management regulations

5. External/internal/atmospheric corrosion monitoring and mitigation procedures and processes

6. Assessment and repair of pipeline defects

7. Technical support, training and qualification/evaluation of pipeline integrity technicians

8. Monitoring, maintaining and improving the cathodic protection system

9. Working knowledge of corrosion control databases and field data collection devices

10. corrosion and pipeline data management and integration

11. Specifications for contract corrosion control services

12. SOP and Engineering Standards related to corrosion control practices

13. Ability to consistently analyze and resolve complex corrosion control issues involving multiple components, personnel and operations

14. Knowledge, skills and abilities to document activities and inspections as well as review same to discern issues with the accuracy of data and information contained in reports prepared by others

15. Interpersonal skills to work closely with various individuals, departments and or other regulatory entities to identify needed system improvements, upgrades and field functions required to maintain system integrity. Ability to represent the District to regulatory authorities, developers, builders/contractors, etc.

16. Knowledge, skills and ability to interpret and apply the District's procedures with an appreciation of underlying industry codes and standards and government regulations.

17. Knowledge, skills and ability to defend the District's technical and procedural positions related to corrosion control activities and represent the District in an agency audit, inspection or enforcement action.

18. Management skills to maintain adequate staffing levels to ensure proper administration of activities. Selects, develops, trains, motivates and evaluates the performance of assigned employees.

20. This position requires knowledge and task evaluation as determined by PHMSA rule 

CFR 49, Part 192; Subpart N

Operator Qualifications

 (OQ).


TECHNICAL SKILLS REQUIRED:

1. Must possess and maintain valid State of Florida Driver’s License and a driving record satisfactory to the District and its insurers.

2. Excellent oral and written communication skills

3. Thorough working knowledge of natural gas distribution and transmission construction, installation, maintenance and compliance requirements.

5. Highly developed ability with PC's, office computer software and corrosion-related data and data management systems, including but not limited to: MS office, FlowGIS, OQ software, etc.

6. Ability to supervise employees to meet compliance deadlines, comply with construction specifications, satisfy internal/external customer needs and expectations. Demonstrates leadership, coaching and personnel development skills; carries out performance evaluations, training, coaching and discipline.

7. Exhibits expertise in safe handling practices of flammable gases, liquids and high-pressure systems.

8. Knowledge of federal, state and local safety regulations, protocols, and/or procedures for natural gas employees including

OTHER FACTORS:

1. Regular attendance is an essential.

2. Occasional overnight travel may be required.

3. This position requires incumbent to be on the supervisor stand-by rotation for after-hours duty

e.,

 rotating on-call shifts, weekends, holidays and overtime; may be required to work overtime with little notice.

4. Must be appropriately dressed in a clean and neat District authorized/approved uniform during work hours.

5. Physical Effort: Requires walking, bending, stooping, crawling, climbing and moderate lifting. Must be capable of working from ladders and elevated areas. Requires moderate to extensive computer usage including keyboarding.

6. Working Conditions and Hazards: Works inside and outside. Occasional visits to industrial/manufacturing settings may include exposure to various materials and chemicals, extreme temperature conditions and loud machinery and require appropriate personal protective equipment.

7. DRUG TESTING FOR ILLEGAL DRUGS: Employees in this classification will be subject to undergo testing for illegal drugs in accordance with 

DOT Pipeline Safety Regulations, Code of Federal Regulation, Title 40 (49 CFR), Part 199.
