The Superintendent is the highest-level on-site manager responsible for overseeing construction activities.
Must be physically present at the site at all times during construction unless explicitly authorized by the Contracting Officer (CO).
Typically requires substantial experience relevant to the construction activities being performed (specific experience duration is usually set by the Contracting Officer based on project complexity, commonly at least 5 years of relevant experience).
Responsible for managing and coordinating subcontractors, trades, and site personnel.
Oversees daily operations, ensuring compliance with project requirements, safety, quality, and scheduling.
Implements and manages the Accident Prevention Plan (APP).
Ensures cooperation and coordination with other contractors and government agencies working concurrently or adjacent to the project site.
Has authority over all on-site activities, including safety enforcement, quality assurance, and corrective actions.
Must maintain compliance with contract specifications, safety regulations, and quality standards.
Subject to removal if duties are not performed satisfactorily, causing project work to cease until an approved replacement is appointed.
