In partnership with Metrolinx, ACCIONA is playing a key role in the design and construction of the Eglinton Crosstown West Extension (ECWE), a 9.2-kilometre westward addition to Toronto’s Line 5 light rail transit network. This major infrastructure project includes seven new stations and installation of rail and systems under a progressive design-build model.
Beyond its technical scope, the ECWE project represents a significant investment in sustainable urban mobility, expected to reduce greenhouse gas emissions by up to 5,800 tonnes annually and eliminate over 6.5 million vehicle trips each year when combined with the full Line 5.

Job Description
This role is responsible for understanding and applying the Construction Quality Management Plan, ensuring the quality management system is effectively established, implemented, and maintained in alignment with project specifications, regulatory requirements, and industry standards. Additionally, this role plays a key role in driving strong quality practices, leading inspection activities, and promoting a culture of continuous improvement and quality excellence across the project.
Key Responsibilities
- Conduct on-site and off-site quality inspections and witness testing activities to verify compliance with project specifications and Inspection & Test Plans.
- Monitor construction progress and workmanship to promptly identify and resolve quality issues.
- Overseeing testing of materials and structures, such as concrete strength tests, soil compaction tests, and other relevant tests.
- Perform inspections on delivered materials and equipment to confirm conformity with approved submittals and quality standards.
- Ensure all construction activities follow the specified ITPs, including the identification and execution of hold and witness points.
- Maintain, review, and update comprehensive records of inspections, including dates, findings, test results, and corrective actions.
- Document and report any deviations or Non-Conformances in materials, workmanship, or processes to the Quality Lead.
- Verify that corrective actions for identified Non-Conformances are effectively implemented and closed.
- Check and verify the certifications, qualifications, and accreditations of workers, subcontractors, and equipment to ensure alignment with project requirements.
- Support field teams with immediate feedback and guidance on quality issues, ensuring swift rectification of minor defects before escalation.
- Collaborate with construction teams to promote best practices for quality assurance and compliance.
- Other duties as related to the role.
- Degree or diploma in Civil Engineering, Construction Management or a related field
- Demonstrated experience in a related role, ideally on a large transportation infrastructure project
- In-depth knowledge of construction processes, materials, and industry best practices.
- Proficiency in reviewing and interpreting project specifications, drawings, and Inspection & Test Plans.
- Experience with quality inspection tools, testing methods, and documentation practices.
- Familiarity with relevant regulatory requirements, codes, and construction standards.
- Ability to identify, document, and manage Non-Conformances and corrective actions.
- Clear and professional communication skills, both written and verbal.
- Ability to work collaboratively with multidisciplinary teams, contractors, and stakeholders.
