Responsible for monitoring all phases of construction project(s) to ensure that assigned projects are completed on time, within budget, and in conformance to building codes and ordinances, approved plans, specifications, and contract documents. Responsibilities include, but are not limited to, the following:
1. Determines the project schedule, deliverables, and specifications, including the project’s scope, necessary project resources and estimated labor needed, by collaborating with clients, engineers, and architects.
2. Reviews architectural and engineering drawings to ensure that all HAS program and design requirements are met.
3. Monitors the performance of the contractor and the progress of the work for all phases of the assigned projects to ensure that the contractor is performing in accordance with the contract documents. Reviews and provides recommendations for contract change orders or modifications.
4. Maintains regular presence at the project site(s). Escorts contractors as needed. Conducts interviews with employees of the contractor and subcontractor.
5. Produces and maintains detailed and comprehensive project records, including photos, correspondence, memos, and schedules.
6. Calculates the cost estimate of all project tasks and accurately manages the project budget.
7. Plans and schedules the entire construction project, including construction operations and timelines, to ensure project deadlines are met.
8. Ensures that the appropriate licenses and permits are obtained from the appropriate authorities, and ensures construction is up to code.
9. Manages general contractors and construction workers, and provides guidance as needed, to ensure high-quality performance. Promptly reports performance issues, with recommendations for corrective action, to supervisor.
10. Communicates the status of the project(s) to key stakeholders, by providing regular progress reports.
11. Coordinates and facilitates physical assessments of HAS properties, including Environmental and Capital Needs Assessments.
12. Assists the Procurement Manager in the preparation of bid documents, pre-bid construction conferences, evaluation of bids, and submission of contract award recommendations.
13. Recommends policies, procedures, and protocols in support of an effective and efficient construction management program.
14. Prevents injuries, slowdowns, and project risks, by ensuring complete adherence to health and safety standards on construction sites and reporting safety regulation issues promptly.
1. Bachelor's degree in Engineering, Construction Management, Technology or related field of study. Minimum 1 year of work experience in construction management, or an equivalent combination of education and experience. Project Management Professional (PMP) certification is a bonus.
3. In-depth knowledge of the construction industry and entire building process, including building codes, blueprints, permits, construction equipment, material resources, construction processes, and project management principles.
4. Experience using construction or project management software preferred.
5. Considerable knowledge of federal, state, and local laws, rules, and regulations pertaining to procurement, wage rates, contract administration, bid documents and related matters; local building codes and the ability to acquire licenses needed to obtain permits required for building and rehabilitation of units.
6. Some knowledge of the modern principles, practices, and techniques of budgeting, accounting, and data processing.
7. Considerable knowledge of procedures and requirements for writing bid specification and requests for proposals; modern methods, materials, and practices of the various trades, including carpentry, plumbing, and electrical maintenance and repair; and all phases of construction.
8. Thorough knowledge of various building and housing codes.
9. Ability to write technical material clearly, accurately, and concisely.
11. Skills in reading blueprints, plans, and specifications.
12. Ability to establish and maintain effective working relationships with co-workers, and persons outside the Authority; prepare clear and concise narrative and statistical reports, and deal effectively with situations which require tact and diplomacy, yet firmness.
14. Valid driver’s license; or must acquire one within 30 days of employment.
15. Eligibility to be covered under the Authority’s fleet auto insurance.
The employee receives instructions primarily from the Director of Real Estate Development. Normally, the employee plans and carries out work activities with minimal supervision and resolves problems that arise with assistance. The employee receives specific instructions when problems are brought to the attention of the supervisor and/or when the supervisor is contacted by the employee for direction. The employee's work is reviewed for conformity to organizational policies, regulations, and attainment of objectives.
The employee follows established policies and procedures, traditional practices and specific guidelines. Guidelines cover most situations, but the employee may occasionally be required to use independent judgment in making decisions. In other cases, not covered by guidelines, the employee may consult the supervisor for assistance.
The employee performs a wide variety of tasks, which range from routine to difficult and are not closely related. The employee is assigned work that needs to be done, determine how to accomplish it and coordinate, integrate, and prioritize a variety of tasks or assignments. The employee must make regular decisions involving usual and unusual circumstances, conflicting data, or other non-routine occurrences. Routine work is instructed, and problems encountered by the employee do not require extensive analysis to identify them. Decisions and issues facing the employee involve multiple organizational units.
The employee's work primarily impacts the new development projects of HAS and its residents and non-residents. Successful accomplishment of duties by the employee will result in timely completion of those programs.
Contacts are primarily with other Authority employees, federal, state, and local governmental officials and representatives, and community agencies. The employee has contact with architects, engineers, consultants, contractors, and Authority residents. The primary purpose of contacts is to obtain, give or clarify information, plan, provide assistance and resolve problems. Contacts are normally cooperative; however, they may be occasionally antagonistic, unresponsive, or uncooperative contacts.
Work is principally sedentary but involves some physical exertion during on-site visits with residents or staff members, inspections of Authority developments, and construction sites, and facilities. Physical demands include climbing ladders, stooping, kneeling, standing for long periods and walking on construction sites.
Work involves the normal risks or discomforts associated with an office environment and is usually in an area that is adequately cooled, heated, lighted, and ventilated. Routinely, it involves visits to outdoor developments, sites, dwellings or facilities, inspections of structures, confrontations with residents, or employees, and contractor personnel. Work is primarily with use of computer, reading and preparing documents, and meeting deadlines.
