Job Summary


Manage specific aspects of the project as assigned by the project manager or leader, such as technical, construction, quality, cost, and schedule. Support the development and management of specific portions of the project budget and schedule, ensuring alignment with the project scope and objectives. Coordinate with internal and external stakeholders, contractors, and vendors to ensure timely and efficient delivery of project deliverables. Support the development, execution, and commissioning of the project, including adherence to safety standards, system turnover packages, system walkdowns, punch list management, coordination with operations, and system documentation. Provide regular and accurate reports on project status, milestones, risks, and issues to the project manager or leader and other relevant parties. Identify and implement opportunities for improvement and innovation in project management processes and practices. Significant complex projects might encompass new generation plants (like coal, combined cycle, solar, storage, wind, or nuclear), retrofits, environmental initiatives, and other large-scale complex endeavors. Contribute to the overall success of the project and carry out additional tasks as requested or given.


Specific tasks related to Offshore Wind Regulatory Compliance - Certification:

This role assists the development and submission of the project’s Facility Design Report (FDR) and Fabrication and Installation Report (FIR) for approval to the Bureau of Ocean Energy Management (BOEM) and Bureau of Safety and Environmental Enforcement (BSEE).

Develop and maintain multiple Master Document Registers (MDR) as part of the FDR and FIR requirements per 30 CFR Part 485. Includes oversight with vendors to provide timely updates to respective MDRs and collect As-built documentation.
Work with Dominion’s owner’s representatives to address concerns and risks in gathering required documentation submissions from vendors; in addition to, preparing the official document submittal packages to BOEM and BSEE.
Coordinate and support the third-party Certified Verification Agency (CVA), Quality Assurance/Control (QA/QC) teams, Marine Warranty Surveyor (MWS) teams in the review process, inspections, and verification for work packages.
Provide feedback on the FDR/FIR submissions as it relates to project schedule and budget.
Provide guidance and support to the CVOW Construction and Engineering teams to ensure vendor and owner document reviews are completed in a timely manner.
Work closely with Dominion’s Project Document Control team to track, coordinate project documentation submittals, and assist with improvements of the Aconex Project Management software.
Provide compliance document management, internal process development, and evidence gathering for NERC Compliance
Gather input from the various CVOW teams to update project metric tools to understand, track, and display reports


Required Knowledge, Skills, Abilities & Experience


Construction Project Manager II: 3+ years of experience in leading and managing complex projects in the same or related domain.

Construction Project Manager III: 5+ years of experience in leading and managing complex projects in the same or related domain.

Has solid knowledge of project management principles, methodologies, tools and best practices, and applies them to solve project problems and issues. Demonstrates skills in leading, motivating, and coaching project teams and stakeholders, and in managing changes, risks, and uncertainties. Communicates clearly and professionally with diverse audiences, using appropriate verbal, written, and visual techniques. Ability to initiate, plan, execute, monitor, control, and close complex projects within time, cost, and quality constraints, using project management tools and software. Ability to create and sustain a positive project culture, adapt to changing project requirements and environments, and implement lessons learned and best practices.


Preferred Qualifications

Experience with project management, budgeting, scheduling, and risk analysis. Knowledge of power generation, transmission, distribution, and energy markets. Ability to communicate effectively with internal and external stakeholders, both verbally and in writing. Proficiency in Microsoft Office applications, such as Word, Excel, PowerPoint, and Outlook. Demonstrated leadership, teamwork, and problem-solving skills.

Preferred Qualifications related to Offshore Wind Regulatory Compliance - Certification:

Previous Regulatory Compliance/Permitting experience i.e. FDR/FIR, NERC, Cyber Security, etc.

Previous offshore experience is preferred i.e., Design, Fabrication, Transportation and Installation, Critical Safety Systems, Certification, etc.
Previous FDR/FIR certification experience working with the Bureau of Ocean Energy Management (BOEM) and Bureau of Safety and Environmental Enforcement (BSEE).
Previous certification experience working with a Certified Verification Agency (CVA).
Previous Aconex Project Management software experience.


Education Requirements


Education Level: Degree or an equivalent combination of education and demonstrated related experience may be accepted in lieu of preferred level of education: Bachelors

Disciplines preferred: Engineering, Construction Management, Business or related degrees that are applicable to Project Construction in utilities.


Licenses, Certifications, or Quals Description


GWO is required for positions required to support Offshore Wind.


Preferred: EIT, PE, PMP, PMI-CP
