We are seeking a Project Manager to join our Bids and Tenders team in the Atlanta, GA area. As a Project Manager – Bids & Tenders, you will lead the coordination and delivery of construction inputs for major design-build and P3 highway infrastructure proposals. You will work closely with technical, estimating, and procurement teams to ensure high-quality, compliant, and competitive submissions. Your expertise in highway construction and deep understanding of the project lifecycle from concept through construction will be critical to the success of complex bids.

Job Description
•Develop construction scopes, methodologies, maintenance of traffic (MOT), and phasing strategies for P3 and design-build bids.
•Collaborate with estimating, design, procurement, and scheduling teams to align on construction means and methods.
•Contribute to bid strategy discussions with joint venture partners and senior leadership.
•Integrate construction approaches with technical design to support Independent Fair Estimates (IFE) and costing plans.
•Identify construction risks and develop detailed mitigation strategies.
•Assist with internal reviews, governance reporting, and risk documentation.
•Ensure compliance with RFP requirements, technical standards, and regulations.
•Support post-tender negotiations and adapt construction inputs as needed.
•Participate in coordination meetings to maintain proposal schedule and progress.
•Perform other related duties as assigned.
Required Skills And Competencies
•Bachelor’s degree in Civil Engineering or related field.
•Significant experience in civil construction, including highway infrastructure.
•Hands-on experience leading or managing major design-build or P3 proposal efforts an asset.
•Solid knowledge of construction planning, estimating, risk management, and project controls in a bid environment.
•Experience working in JV or consortium structures is an asset.
•Deep understanding of civil and highway construction practices, especially within large-scale, alternative delivery (P3 or D&B) frameworks.
•Sound knowledge of contractual frameworks, procurement processes, and proposal development in a construction context.
•Proven ability to manage multiple deadlines, priorities, and stakeholder expectations simultaneously.
•Highly organized with excellent communication, leadership, and problem-solving skills.
•Comfortable leading complex initiatives and navigating multidisciplinary coordination.
