NSB Omega is searching for a Construction Manager for our MAJOR Oil & Gas Client in Lima, OH.
Assignment Description
The Construction Manager supports the Lima Refinery construction project team, with the following roles and responsibilities:
- Communicate and verify prime contractor requirements are being adhered to by direct and indirect team members
- Communicate and verify contractor management expectations are being adhered to by direct and indirect team members
- Participate in project execution planning (long range planning, design reviews, model review, etc), when required
- Understand, manage and communicate individual project drivers (Safety, Schedule, cost, etc.) including development of risk mitigation strategies
- Accountable to ensure project specific construction estimates are being completed
- Develop and submit for review, project front end deliverables (cost estimates, schedule input, constructability reviews, execution plans, etc.) Pre Mobilization Work:
- In conjunction with PMT and SCM, participate in project bid document assembly and contractor bid reviews
- Verify reviews and acceptance of critical contractor documentation is following the approved process, within the CCMT Playbook, to drive successful project execution. Spot check the quality of the documentation review (JSA, Execution Plans, ITP's, etc.)
- Provide mentorship in execution of the planning, on boarding, execution and close out of the contractor’s scope
- Confirm CCMT personnel are actively performing verifications against contractor’s project documentation outlined in the Contractors Execution Plans
- Lead incident review, corrective action implementation and project trend meetings
- Accountable to manage CCMT project pillars of success (Safety, Quality, Cost and Schedule)
- Lead contractor closeouts and lesson's learned meetings
- Development, review, rollout and implementation of the Client's Safety Initiatives
- Actively participate and verify adherence to the Client's Safety Management System (SMS)
- Lead Project Risk Assessments and actively participate in field hazard assessments
- Observe, mentor and provide feedback to direct reports, indirect reports and peers on safety maturity, perception and adherence to OSHA and the Client's SMS
- Develop, communicate and manage both project specific and asset specific Health and Safety Execution Plans
- Lead implementation and management of the CCMT mentorship program for accountable direct / indirect reports
- Final acceptance and sign off for incident investigation
- Review, implement and lead the CCMT Tactical Communication and Evacuation Management Process (ERP)
- Understand, comply with, and communicate OSHA Legislation as it pertains to the work
- Act as the employer representative for a specific execution team, including communicating the requirements of the Safety Management System, safety initiatives and associated work hazards to your direct and indirect reports. Perform assessment to verify direct and indirect reports are utilizing the Safety Management System
- Verify direct reports training and competency in relation to their role and scope
- Assist with the development and verification of the Client's CCMT developed processes and systems to ensure effectiveness
- Perform documented verifications and provide immediate feedback to direct reports, indirect reports and peers for adherence to the Client's process, systems and OSHA Legislation
- Perform ongoing mentorship, competency and performance evaluations of direct and indirect reports
- Verification of Contractor quality deliverables (Inspection and Test Plans, Quality Plans, turnover documents) are being audited / assessed by CCMT personnel
- Active management of the Master Deficiency List - Lead project turnover and TCCC management
- When applicable, develop, communicate and management of project specific Construction Execution Plans
- Lead the development, implementation, updating and reforecasting of master project schedules (Level III schedule)
- Understand and verify project schedule risks, critical path and progress
- Active management and communication of project (Direct + Indirect) budgets, performance and forecasting, including participation in monthly accrual process
- Review and approve documented field-based project changes within applied Delegation of Authority
- Ongoing Project risk identification and resolution recommendations
- Review, accept and communication of project trending
- Ongoing communication of Project Status / Risk Identification (Safety, Quality, Cost, Schedule) Management
- Provide shift Progress / Risk / Look Ahead Reporting
- Communication of project information with reports (Direct / Indirect) and the Client's Peers
- Foster an effective working relationship with the Project Management Team and other project specific the Client's Stakeholders (Example: Operations, Regulatory, Environment, etc.)
- Identify and communicate project-based resource plan for contractors and CCMT direct personnel - Active participation in contractor toolbox meetings
- Lead CCMT internal meetings - Maintain daily journal / log, recording key conversations & information
- Minimum 10+ years field experience in a construction management role over seeing large industrial construction projects with multiple craft disciplines
- Formal construction management training or certification, at minimum
- Trade certification (journeyperson or equivalent) in a construction discipline, Associate’s degree in construction management and/or Formal training in Health and Safety would be assets
