Summary/objective
To lead construction crew while providing leadership and supervision which will encourage the members of the crew to work effectively, efficiently, and result in high quality and productivity.

- Plans work assignments of personnel in crew recognizing the need for equipment, material, personnel, and the hazards in performing each job and also the abilities and limitations of individual crew members which may change because of number of hours worked and/or mental stress involved.
- Supervises construction and other related construction work assuring that service interruptions and customer inconvenience will be held to a minimum.
- Ensures that all assigned employees assume responsibility for maintaining tools, transportation, work equipment, and buildings assigned in a clean, neat, and safe working condition.
- Plans for needs of the crew in the areas of personnel and equipment. Aides in the lection and training of personnel and evaluates performance. Recommends discipline when necessary.
- Makes decisions on the most efficient way of restoring service when on outage calls. Maintains knowledge of the current distribution system operations to minimize impact to customers during service interruptions.
- Ensure that trucks are stocked with normal inventory of construction and maintenance materials and see that all materials used are properly accounted for.
- Operates backhoe, mini-excavator, and other heavy equipment and maintains proper certifications.
- Oversees inventory and requests additional materials be ordered in a timely manner.
- Leads, coordinates, and performs after-hour operations while on stand-by as Crew Leader.
- Accepts Calls from the public and various government entities during after-hour operations.
- Utilizes GIS and GPS systems to locate and record system information.
- Prepares and submits all required reports.
- Provides information and recommendations on needs of equipment, tools, facilities, etc., for the department work plan and budget.
- Keeps general manager advised of any informalities internal or external along with any overall personnel and customer problems or other needs within the organization.
- Keeps familiar with Emergency Planning and Community Right-to-Know Act (EPCRA) reporting on hazardous and toxic chemicals, found or used in the work area.
- Works according to safety standards and polices adopted by Warren County Water District, is responsible for his or her own safety, and reports all incidents to his or her supervisor.
- Complies with all local traffic laws, regulations, and safe practices while operating any company vehicle.
- Must be willing to obtain First Aid/CPR certification upon employment.
- Other duties as assigned.
- Must have an effective working knowledge of the construction, installation, and maintenance of water distribution mains and appurtenances.
- Must have knowledge of systems and be able to use mapping systems effectively.
- Must be able to efficiently use Windows, Android, and iOS operating systems.
- Must have a sound knowledge of Water District Construction Specifications and proper and safe use of tools and equipment.
- Must have the ability to lead and direct the activities of a construction and maintenance crew with appropriate delegations and make certain that responsibilities are understood and accepted with recognition that the supervisor may not be relieved of the overall responsibility nor any portion of the accountability.
- Should be skilled in all work required in connection with the installation of material apparatuses and equipment used in the construction and backhoe operations.
- Must have computer skills to access records on a digital device quickly and efficiently.
- Must be able to use SCADA and GIS systems as well as GPS equipment.
- Apply confidentiality to all areas of sensitive employee and customer information.
- Excellent verbal and written communication skills.

- Supervises: Repairpersons and others as assigned
- Must be able to perform outside work in all weather conditions.
- Must be able to work a forty-hour week plus any extra time the position demands along with standby duty.
Physical demands
Lifting up to fifty pounds may be required.
Travel Required
Some travel in and around the system will be required. Must be willing to attend courses related to work.
Education And Experience
- High school graduate or equivalent.
- Must have Distribution Operators License or be able to obtain it within 6 months.
- Minimum of 5 years progressively responsible experience in the construction and maintenance of water distribution preferred.
- Must have demonstrated leadership ability.
- Must be a skilled excavation equipment operator.
- Must possess and maintain a valid commercial driver’s license.
- Must be licensed to operate heavy highway trucks.
- Must be willing to obtain First Aid/CPR certification upon employment.
- Must reside within one-hour response time of work location.
