Job Title: Construction Estimator – Local & State Government Projects

Job Summary:
We are seeking an experienced Construction Estimator with a strong background in local and state government construction projects. The successful candidate will be responsible for preparing accurate cost estimates for a variety of public works, infrastructure, and municipal building projects. The role requires a solid understanding of local procurement regulations, construction codes, and bidding procedures, as well as the ability to collaborate with design teams, subcontractors, and public agency representatives.
Key Responsibilities:
•Review architectural and engineering drawings, bid documents, and specifications for local and state-funded construction projects.
•Prepare detailed cost estimates covering all aspects of construction, including materials, labor, equipment, overhead, and contingencies.
•Ensure estimates comply with relevant state and local procurement laws, bid forms, and submission protocols.
•Attend pre-bid meetings, site walks, and coordination meetings with agency stakeholders.
•Develop take-offs, quantity surveys, and scope breakdowns using estimating software.
•Evaluate subcontractor and supplier quotes, ensuring alignment with contract and compliance requirements (e.g., DBE/SBE/MBE/WBE goals).
•Prepare complete bid packages, cost narratives, and justifications for agency submissions such as IFBs, RFPs, and RFQs.
•Monitor prevailing wage requirements and incorporate them into labor cost estimates.
•Support project teams with budgeting, value engineering, and cost control during construction phases.
•Maintain a database of historical costs and pricing trends for use in future bids and forecasts.
Qualifications:
•Bachelor’s degree in Construction Management, Civil Engineering, Architecture, or a related field (or equivalent field experience).
•Minimum , with at least 2 years focused on local or state government projects.
•Familiarity with public sector procurement procedures, bidding laws (e.g.,
Public Contract Code), and reporting requirements. Proficiency in cost estimating tools such as Bluebeam, RSMeans, PlanSwift, ProEst, or equivalent. Strong skills in Microsoft Excel and Office Suite.

Ability to read and interpret technical drawings, project specifications, and contract documents.
•Excellent organizational, analytical, and time management skills.
•Strong verbal and written communication skills, especially for coordination with public agencies.Preferred Qualifications:
•Knowledge of local building codes, environmental regulations, and permit processes.
•Certification from ASPE (American Society of Professional Estimators) or similar professional body.
•Experience working with public procurement portals (e.g., BidNet, PlanetBids, or state procurement systems).
•Experience with vertical (buildings) and horizontal (infrastructure) projects in the public sector.
