This is a Direct Hire Authority (DHA) solicitation utilizing the Section 9905/Maintenance & Repair Direct Hire Authority to recruit and appoint qualified candidates to positions in the competitive service. This announcement may be used to fill multiple positions.

About The Position

Serves as a Construction Representative, who works under the general direction of Construction Section Chief, Construction Branch or the Operations & Maintenance Engineering Section Chief, Engineering Branch, Washington Aqueduct Division, Baltimore District.

Positions at the GS-5 – GS-10 level are developmental in nature and will perform the duties below in a developmental capacity, leading to the full performance level of GS-11.

Performs construction monitoring and control as well as performs on-site inspections of construction for compliance with plans and specifications for a variety of water treatment projects. Exercises responsibility for maintaining quality assurance surveillance over contract construction operations which involve a variety of crafts or trades. Exercises responsibility for promotion and maintenance of safety programs. Observes and investigates construction at all stages to identity problems, report potential problems, and take timely action to recommend changes to solve problems. Coordinates construction activity between contractors and Washington Aqueduct branches. Prepares and maintains project documentation and project control systems.

Requirements JOB REQUIREMENTS: Conditions Of Employment

- Position can include up to 80% local travel to project sites in the geographic area.

- Position requires the incumbent to obtain and maintain a SECRET security clearance.

- Position requires the incumbent to obtain and maintain a valid state Driver’s License.

- Position requires the incumbent to obtain and maintain a confined space entry certification and perform work requiring confined space entry

- Position requires some physical exertion. Common characteristics of the work are long periods of standing; walking over rough, uneven, rocky, or slippery surfaces; recurring bending, crouching, stooping, stretching, climbing, or similar activities; recurring lifting of light to moderately heavy items weighing less than 50 pounds.

- Work involves regular and recurring exposure to moderate risks and discomforts, such as the following: dust, strong odors, or fumes from fuels, chemicals, or engine exhaust; high levels of noise and vibration, dust, grease, electrical hazards, uncovered moving parts of machinery, moving machinery; or outdoor conditions involving moderate exposure to rain and cold/hot weather. The work environment requires the employee to stay alert continually and to take special safety precautions including wearing special protective clothing and using protective equipment.

The Preferred/Ideal Candidate Will Possess The Following Experience/competencies

- Overseeing construction work including quality assurance / quality control surveillance.

- Reading and interpreting the requirements of construction drawings and details, construction specifications, and shop drawings.

- Reviewing proposed modifications to contract drawings, plans, and schedules including cost estimates for material, labor, and equipment and estimated activity durations.

- Knowledge of federal rules and regulations regarding new construction and renovation construction work.

- Experience with federal contracting including contract FAR clauses relevant to construction contracts.

- Strong oral and written communication skills including the ability to prepare coherent written reports and oral briefs.

- Ability to investigate, document, and convey information to supervisors including recommendations.

- Ability to work independently.

- Ability to resolve disagreements with various stakeholders to achieve a consensual path forward.

- Ability to effectively use computer programs, construction management software, spreadsheets, and word processing software.

Minimum Qualifications

GS-5 level: Specialized Experience for the GS-5:

One year of specialized experience equivalent to at least the GS-04 grade level in the Federal service which includes basic knowledge of, and skill in applying construction principles, concepts, methods, and equipment in accordance with construction plans and specifications.

OR Education:

Successful completion of a full 4-year course of study leading to a bachelor's degree (a) with the major study in an appropriate field such as engineering, construction, or industrial technology; or (b) that included at least 24 semester hours in any combination of courses such as drafting, surveying. mathematics, physical science, industrial technology, industrial arts, or technical subjects pertinent to construction; or engineering technician work such as electricity, material testing, or engineering mechanics. (Note: You must attach a copy of your transcripts.)

OR Combination of Education and Experience:

Applicants that have less than one year of specialized experience as described above may combine education in order to qualify for this position. Applicants must have at least 2 years of education as described above, which includes at least 12 semester hours of the required coursework above. The combination of education and experience must equal at least 100%. (To compute the percentage, divide your total months of qualifying experience by 12. Then, divide your semester hours of undergraduate education by 30. Add the two percentages. The total percentage must equal at least 100 percent to qualify. (Note: You must attach a copy of your transcripts.)

GS-6 Level Specialized Experience for the GS-6:

One year of specialized experience equivalent to at least the GS-05 grade level in the Federal service which includes 1) conducting construction inspections and 2) preparing, reviewing, and submitting daily inspection and progress reports showing such data as major items of work performed, labor and equipment used, material and equipment received.

OR Education:

A half year (i.e., 9 semester hours) of graduate level education with the major study in an appropriate field such as engineering, construction, or industrial technology.

OR Combination of Education and Experience:

A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 9. Add the two percentages.

GS-7 Level Specialized Experience for the GS-7:

One year of specialized experience equivalent to at least the GS-06 grade level in the Federal service which includes 1) evaluating adherence of contractor's quality control efforts to contract requirements and 2) reviewing contractor daily production/quality control reports and documenting any discrepancies.

OR Education:

One full year of graduate education with major study in an appropriate field such as engineering, construction, or industrial technology;.

OR Combination of Education and Experience:

A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 18. Add the two percentages.

GS-8 Level Specialized Experience for the GS-8:

One year of specialized experience equivalent to at least the GS-07 grade level in the Federal service which includes interpreting construction plans and specifications.

OR Education:

One and a half years of graduate level education with major study in an appropriate field such as engineering, construction, or industrial technology.

OR Combination of Education and Experience:

A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total semester hours minus 18) by 9. Add the two percentages.

GS-9 Level Specialized Experience for the GS-9:

One year of specialized experience equivalent to at least the GS-08 grade level in the Federal service which includes 1) identifying and resolving problems and 2) recommending changes in construction projects.

OR Education:

Two full years of graduate education or a master's degree with major study in an appropriate field such as engineering, construction, or industrial technology.

GS-10 Level Specialized Experience for the GS-10:

One year of specialized experience equivalent to at least the Grade GS-09 level in the Federal service which includes 1) performing Quality Assurance and surveillance of assigned construction projects normally involving more than one project at a time with moderate complexity and 2) reviewing, recommending, and assisting with negotiations for changes and modifications to contract documents and 3) reviewing and validating contractor's invoices in support of authorizing progress payments.

GS-11 Level Specialized Experience for the GS-11:

One year of specialized experience equivalent to at least the Grade GS-10 level in the Federal service which includes 1) reviewing, assessing and resolving complex and diverse construction and design problems encountered during the performance of projects assigned and 2) assisting the construction engineer on technical situations requiring extensive knowledge of engineering practices and construction methods and 3) reviewing project plans and specifications prior to contract award for technical soundness, compliance with requirements and to determine practicability from a construction management standpoint and 4) utilizes construction project scheduling software to track the progress of assigned projects.
