GENERAL SUMMARY

Responsible for the design and administration of the corporate-wide compliance and concerns programs to promote a positive compliance culture and minimize risk and misconduct. Collaborate with key functional areas to ensure compliance efforts are strong and periodically report program results to senior-level management and the Executive Board. Receive and respond to various worker concerns, investigating or referring matters as appropriate. Research and respond to Nuclear Regulatory Commission allegation requests for information.

PRINCIPAL ACCOUNTABILITIES

Manage Energy Northwest’s compliance and concerns programs. This includes:

Develop a compliance program consistent with the federal sentencing guidelines.

Develop appropriate procedures and instructions to effectively implement the compliance and concerns programs.
In collaboration with the General Counsel/Ethics Officer prepare and present periodic ethics and compliance reports to an executive-level oversight group as well as the Energy Northwest Executive Board.
Serve as the Ethics & Compliance Officer for Environmental Services. Facilitate and ensure compliance with all requirements of the EPA Administrative Agreement.
Primary point of contact with the independent monitor and EPA
Monitor and track all compliance efforts and prepare and submit reports to senior management and EPA.
Promote ethics and compliance culture through training and engagement with staff.
Design and administer site-wide surveys, training, and communications pertaining to the compliance and concerns programs.
Consult with management on compliance and concerns matters.
Receive and investigate worker concerns on a variety of matters including technically complex issues in accordance with the compliance and concerns programs. Consult with subject matter experts or refer issues as appropriate to other organizations (e.g. Human Resources, Industrial Safety).
Receive, research, and respond to Nuclear Regulatory Commission allegation requests for information.
Facilitate or support efforts to promote a healthy nuclear safety culture at Columbia (e.g. nuclear safety culture assessments, NSCMP, NRC PI&R, EN News articles).
Initiate, conduct, and support program assessments and effectiveness reviews (e.g. compliance risk assessments, program self assessments).
Establish, control, and maintain appropriate program records and files.
Manage the compliance and concerns budget.
Engage with industry organizations to maintain awareness of and incorporate compliance and concerns programs best practices (e.g. CEB, NAECP, NEI, INPO).
Maintain awareness and ensure compliance with applicable laws, regulations, and guidelines (e.g. U.S. Sentencing Guidelines, 10 CFR 50.5 and 50.7, Section 211 of the Energy Reorganization Act, NEI 09-07).

Perform special assignments as requested.

Support the Columbia Generating Station Emergency Plan by serving as a member of the ERO.

REQUIRED EDUCATION & EXPERIENCE

Requires a Bachelor’s degree from an accredited college or university in a Business, Engineering, Behavioral Science, or related field and at least ten years of commercial nuclear power experience. Minimum of five years of compliance-related experience. Minimum of at least three years of implementing and/or overseeing investigative related programs. Minimum of three years in a leadership role managing a program or department.

Pay Range


$141,070.00 - $211,604.00 Annual


Midpoint:


$176,337.00

Typically, selected candidates are hired between the minimum and midpoint of the range, based on applicable experience and qualifications, market rate, internal equity, and budgetary allowances.

Offers will be negotiated based on each candidate's qualifications.


Incentive Compensation

This role may be eligible to participate in our annual incentive plan. Incentives are earned based on employee performance against defined metrics and company goals.
